Project 938 is implemented based on the viewpoint of taking women as the center, both as the subject of action and as the beneficiary, ensuring the resolution of a number of social issues related to women, aiming to build a safe environment for women and children. Closely following the objectives of the project, on the basis of the orientation of the Standing Committee of the Provincial Women's Union, the Duc Linh District Women's Union has been proactive, innovative and creative in directing the implementation in the direction of selecting contents related to women and children associated with the functions and tasks of the Union organization according to each annual theme, the campaign "Building a family of 5 no, 3 clean" and the movement to build new rural areas and civilized urban areas.
Ms. Vo Thi Ngoc Mai - President of the Women's Union of Duc Linh district said: The Executive Board of Project 938 at the district and grassroots levels focuses on communication to raise awareness of cadres, members, women and people about the four moral qualities of women "Confidence, self-respect, loyalty, and responsibility", the emulation movement "Building a new-age Duc Linh woman" and legal regulations on preventing and combating domestic violence, gender equality, marriage and family, supporting knowledge and skills in organizing and building a happy family life, caring for and raising children, population - family planning, food safety, etc. Every year, the Union coordinates to organize training courses and improve the capacity of cadres performing tasks in preventing and combating domestic violence, gender-based violence, caring for and protecting children. At the same time, it regularly organizes exchanges, art and sports competitions, and talks with typical cultural families.
Along with the development of society, many negative phenomena and social evils have begun to arise in rural areas. These include children using mobile phones more and learning bad habits, divorces occurring more frequently, thefts... To build a solid foundation of security and order, gradually pushing social evils out of life, the Women's Union has built and improved the effectiveness of models to proactively and promptly resolve related issues. Currently, the District Women's Union is maintaining 115 "5 no, 3 clean" groups, 89 trusted addresses, 9 "Women with the law" groups, 8 "Waste classification at source" models...
In particular, in Duc Linh, a pilot model of "Women's group building a family of 5 yes, 3 clean" has been built in association with the criteria of a model new rural area since 2023 in Tra Tan commune. After 2 years of implementation, not only has the rural environment been improved, proposed by the local government for replication, but more importantly, the awareness of members about building a civilized and happy family has been significantly improved. Women proactively participate in community activities, raise children and grandchildren, unite in village and neighborhood relationships, and support each other in production and economic development.
Ms. Vo Thi Ngoc Mai affirmed: Project 938 not only creates positive changes in awareness but also arouses women's responsibility and action towards social issues around them. From propaganda work, policy dialogue to model building, and legal consultation from the grassroots. That is boldly proposing that the People's Committee of Vo Xu town urgently handle the illegal littering that destroys the beauty, affects the environment and people's health; repair the flooded Nguyen Hien beltway; allow members and women to continue to rent reserve land to use as a scrap collection facility... All of these show the increasingly clear role of women in participating in management and supervision. Thereby contributing to minimizing negative impacts, improving the quality of life of women and building an increasingly civilized and progressive society.
