On June 12, 2025, the National Assembly voted to pass the Resolution on the arrangement of provincial-level administrative units in 2025. During the time when the new provincial-level administrative units come into operation from July 1, 2025, in order to ensure that the payment of salaries, allowances, salary-based contributions, salary-based payments, and human expenses according to the regime for cadres, civil servants, public employees, and workers is not interrupted, the Chairman of the Provincial People's Committee requested provincial-level departments, branches, sectors, and unions, and the State Treasury of Region XV to pay salaries to cadres, civil servants, public employees, and workers. Accordingly, heads of provincial agencies, units and organizations (including units under provincial level) shall pay salaries, allowances, salary-based contributions, salary-based payments, and human resources expenses according to the regime for cadres, civil servants, public employees and workers (except for cases where competent authorities have decided to retire or terminate their employment from July 1, 2025) in July 2025 before June 23, 2025. At the same time, they shall be responsible for reviewing, fully synthesizing and making payments to ensure the correct purpose, correct subjects, correct regime and making payments and settlements according to the provisions of the State Budget Law and current regulations. In case of changes in actual payments, heads of provincial agencies and units shall recover funds to refund the state budget according to regulations.
The Provincial People's Committee also requested the Department of Finance to be responsible for advising on ensuring funding sources, coordinating with the State Treasury of Region XV to provide funding for provincial agencies and units to promptly pay officials, civil servants, public employees, and workers. The State Treasury of Region XV directed transaction offices in Binh Thuan province to coordinate with provincial agencies and units to promptly pay salaries, allowances, salary-based contributions, salary-based payments, and human expenses according to the regime for officials, civil servants, public employees, and workers, in accordance with regulations.
