CAND newspaper recently warned about the tricks of luring and inciting Vietnamese people abroad to participate in protests against the country. In fact, a number of young people, students, overseas students, and illegal workers have been lured by reactionary exiles to participate in protests in front of the Vietnamese Embassy in the UK with the aim of creating a " political asylum" profile to gain permanent residence abroad.


When both sides take advantage of each other

“I participated in mass gatherings and protests to take photos and apply for “political asylum” to gain permanent residence in the UK. I had absolutely no motive or purpose to oppose the Party or the State,” NVH (residing in Hai Phong ), a person who was once lured and incited to participate in protests at the Vietnamese Embassy in the UK, said in his commitment.

According to NVH, around early 2010, through a brokerage company, H's parents completed the procedures for him to study abroad in the UK. That same year, H completed the procedures and studied economics at a university in the UK; the study period was about 2.5 years with tuition fees of 11 to 12 thousand pounds/year. After finishing school, NVH stayed behind to do nails, was arrested but was later bailed out by the landlord. After about 5 years living abroad, H had 3 children. In early 2017, due to the need to settle permanently in the UK, H went online to find out and was guided by an acquaintance on social networks on the procedures for applying for permanent settlement.

To settle in the UK, NVH participated in three protests organized by the organizations “Democratic Youth Gathering” and “International Human Rights” in front of the Vietnamese Embassy in the UK. The protests called for the release of a number of domestic dissidents who were arrested and prosecuted, such as Tran Huynh Duy Thuc, Nguyen Van Dai, Le Dinh Luong, Tran Thi Nga, etc., and signed a “petition” distorting the situation of democracy and human rights in Vietnam. After that, H asked someone to take photos as evidence to serve as evidence for his application for political asylum in order to be granted long-term residence in the UK. In addition, NVH also used his personal Facebook to share articles distorting the situation of democracy and human rights in Vietnam by the organizations Viet Tan, Democratic Youth Gathering, etc.

At that time, although NVH had carried out activities under the direction of reactionary elements, his goal was still unsuccessful. Because the local immigration management agency changed its policy and tightened regulations on cases of settlement under the “political asylum” category, NVH’s application was rejected after a direct interview… At this time, NVH clearly saw the nature of Viet Tan and Nguyen Van Dai, so he pledged not to participate.

“I participated in only one gathering and protest in front of the Vietnamese Embassy in London, UK. I did not know that these protests were organized by “Viet Tan” and had no motive or purpose against the Party and State of Vietnam. Up to now, after being granted permanent residence and citizenship by the host country’s government, I have focused on working and developing my family’s economy; have not had any relations with reactionary and opposing elements, and have not participated in any other gatherings and protests,” said Ms. LTT.

Recalling what she had done, Ms. LTT regretfully recounted: More than ten years ago, she left the country on a tour to Poland and France by road. In December 2014, a member of an illegal immigration broker network took her to the UK (hiding in a container) and arranged for her to stay in London. All travel and illegal entry expenses into the UK were paid by Ms. T's husband, at a cost of about 20,000 USD. "In order to be able to reside permanently and work in the UK, I asked for advice on how to prepare a profile to ask the local government to grant me "political asylum" status for long-term settlement," said LTT.

And following this person's instructions, T participated in a gathering and protest organized by Viet Tan in conjunction with "Vietnam Path Movement" and "Democratic Youth Gathering" in front of the Vietnamese Embassy in the UK to call for the release of political opponents in the country who were arrested and prosecuted, such as Nguyen Xuan Nghia, Ta Phong Tan, etc.

During the gatherings, LTT held photos of opponents with content that distorted the situation of democracy and human rights in Vietnam; lobbied governments of other countries and international organizations to intervene and demand that Vietnam release these people. After returning to Vietnam, after being analyzed by police officers, LTT admitted his wrongdoings.

Exposing the nature

In addition to the purpose of political asylum, some people participate in protests abroad for economic purposes. The case of HVP is an example. Previously, HVP left for the UK to study for 2.5 years. During his time living and studying in the UK, HVP was also advised by an acquaintance to settle down there permanently. Following this person's instructions, P participated in 5 protests organized by some people in front of the Vietnamese Embassy in the UK with the aim of calling for the release of political opponents in the country who were arrested and prosecuted. After the protests ended, P received 30 pounds.

According to P, he only knew how to receive the money without asking the guide where the money came from. “I know that Viet Tan is a reactionary organization against the Party and the State, headquartered in the US, but I do not know the plot, the intention of the activities as well as the number of members participating in the organization at home and abroad” - P stated when working with the police agency.

Through our investigation, most of the people who participated in the recent protests in front of the Vietnamese Embassy in the UK were either seeking permanent residency in the host country or receiving money. The people who lured them into these anti-government activities were Nguyen Van Dai and members of the Brotherhood for Democracy. This was a “win-win” arrangement. One side wanted to settle down. For Nguyen Van Dai, testifying in court, Dai could pocket several thousand dollars in each case.

We realize that, with the current information, they certainly know Viet Tan, know who Nguyen Van Dai is. However, only because of immediate benefits, they do not think about the long-term consequences. It is not known whether they can stay abroad to settle down as promised by Nguyen Van Dai and the members of Viet Tan, but each case has to pay several thousand USD to pay the fee. And the shame of those who have harmed their homeland and country, at that time, is not only they who have to bear.

The activities of the association and group are mainly carried out by Nguyen Van Dai and other reactionary exiles using fake accounts to post and share articles, images, and video clips from Viet Tan's Facebook page and websites of foreign news agencies that have no goodwill towards Vietnam. At the same time, they take advantage of the world political situation, the domestic socio-political situation, democracy and human rights issues, major events of our Party and State... to post articles with content that distorts, defames, and smears the regime, propagandizes, incites, and entices people to oppose the Party and State.

Nguyen Van Dai also regularly organizes livestreams and online conversations in Germany with members of the reactionary, terrorist organization Viet Tan, thereby incorporating information that distorts the situation in the country. According to the reflection of some people who were lured to participate in protests in the UK, Dai and members of the organization collected about 10,000 pounds for each political asylum application. Nguyen Van Dai alone, who testified directly in court, collected about 3,000 pounds per time.

Vietnamese people, wherever they are, are always an inseparable part of the nation. Therefore, before doing anything that affects the homeland or the country, we must be vigilant to avoid falling into the trap of bad people, and not do things that are against the people and harmful to the country for personal gain.
