The issuance of Regulation No. 144-QD/TU is truly timely, very important and extremely necessary in the current period, when the entire Party is preparing for Party Congresses at all levels and moving towards the 14th National Party Congress.

Cultivating revolutionary ethical standards
In recent years, the Politburo and the Secretariat have issued a number of regulations related to the cultivation and training of revolutionary ethics of cadres and party members such as: Identifying signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" in the Resolution of the 4th Central Conference of the 12th tenure; Regulation No. 37-QD/TU on "Things Party members must not do" replacing Regulation No. 47-QD/TU in 2011; Conclusion No. 21-KL/TU dated October 25, 2021 of the Central Executive Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded in political ideology, ethics, lifestyle, and signs of "self-evolution", "self-transformation"...
Those regulations are considered “barriers”, “red lines” warning cadres and party members to stop. If they ignore and continue, they will not die physically but may die politically and morally. Those regulations lean towards an “anti” approach, that is, stating things that cadres and party members cannot do, and if they deliberately do, they will be dealt with according to Party discipline and State law. Cadres and party members must grasp those regulations to cleanse themselves, not allowing germs and dirty things to seep into their bodies.
On the contrary, Regulation No. 144-QD/TU is viewed from the "construction" perspective, meaning that cadres and party members must absorb nutritious spiritual food, cultivate revolutionary moral standards, make the body clean, healthy, and resistant to all "diseases", bad habits, corruption, and negativity.
In the relationship between “building” and “fighting”, “building” is the fundamental, strategic, long-term task; “fighting” is the important, urgent task. The ultimate goal of the Party and the revolution is to grow the economy , develop the country, and make the people prosperous. Therefore, it is necessary to build a team of cadres and party members with pure revolutionary ethics, wholeheartedly, wholeheartedly, loyally, filially, and devotedly to the country and the people, for a rich, prosperous, civilized, and happy Vietnam. Cadres and party members must be people who cannot be seduced by fame, wealth, or position, and cannot be swayed by poverty.
Looking at it this way, we can see that the birth of Regulation No. 144-QD/TU has extremely important and urgent significance. Regulation No. 144-QD/TU combined with the previous "not to do" regulations creates a unified whole in carrying out the task of building and rectifying the Party and the political system, in which cadres and party members are the "key of the key", the ones who "go first for the country to follow".
Serving the Fatherland and serving the people is the most honorable and noble thing.
Regulation No. 144-QD/TU has 5 articles with 19 specific contents. Article 1: Patriotism, respect for the people, absolute loyalty to the Party (3 contents); Article 2: Courage, innovation, creativity, integration (4 contents); Article 3: Diligence, thrift, integrity, impartiality (5 contents); Article 4: Solidarity, discipline, love, responsibility (4 contents); Article 5: Exemplary, modest, self-cultivation, lifelong learning (3 contents).
The 5 articles with 19 contents are a unified whole, forming a "complete tree" for building revolutionary ethical standards for cadres and party members. Saying "complete" because if one content is missing, one is not worthy of being a cadre or party member. President Ho Chi Minh often mentioned the two words "qualification" of a revolutionary. "Qualification" in President Ho Chi Minh's view is to affirm the name of a person in the new regime, the people's democratic regime and socialism, understood as the "identification" of an individual. Qualification also shows the upright qualities that are consistent with that title and identification. Qualification is the minimum condition to hold a position, to perform a task, to be worthy of being the "elite" of the nation.
For example, a People's Police officer who lacks one of the six teachings of Uncle Ho is not worthy of the title of People's Police officer, and if he violates one of the six qualifications of a revolutionary Police officer, he must be stripped of his title of People's Police officer. A revolutionary soldier who is not loyal to the Party, not loyal to the country, not filial to the people is not worthy of the title of Uncle Ho's soldier; if he violates the military regulations, he can be stripped of his military rank. A Party member attending a Party congress at all levels must be tested for his qualifications as a delegate; if he is not qualified, he cannot attend... Cadres and Party members must be "identified" by revolutionary ethical standards; if one standard is missing, he cannot become a cadre or Party member.
19 contents in 5 articles, each content has many specific and clear aspects. Every aspect is necessary, important and indispensable, including aspects that are considered to encompass other ethical standards. For example, the standard of "Impartiality and Impartiality", if understood deeply, fully, with scientific and revolutionary quality, and done correctly and well, will govern other standards. "Impartiality and Impartiality" means putting the interests of the Fatherland, the people, the Party and the State above and before one's own personal interests. Uncle Ho often talked about the "Party spirit" of cadres and Party members with the core of being a "servant" of the people, practicing impartiality and impersonality, putting the interests of the Party, that is, the interests of the nation and the Fatherland before personal interests; must have the spirit of forgetting oneself for the country and the people; forgetting one's own interests for the common good. Cadres and party members with a spirit of fairness and impartiality must be diligent, frugal, honest, patriotic, compassionate, exemplary, modest, responsible, disciplined...
Regulation No. 144-QD/TU shows that the most noble honor and sacred honor of cadres and party members is to serve the Fatherland, serve the people, and strive and sacrifice their whole lives for the revolutionary goals and ideals of the Party - for national independence and socialism. As cadres and party members, they must know how to put the national and ethnic interests, the common interests of the Party, the State and the people above all else; resolutely fight against all acts that harm the national and ethnic interests, the interests of the Party, the State and the people.
In Regulation No. 144-QD/TU, it is worth noting the aspects that mention ethical standards in handling the relationship between cadres, party members and the people. This is the "key" in the work of building and rectifying the Party; it is the key to developing the country. Because, in the end, the revolution needs two basic factors, which are the correct leadership of the Party and the trust, consensus and support of the people, as General Secretary Nguyen Phu Trong said: "If we do things that please the people, the people will believe and our regime will survive, our Party will survive. On the contrary, if we do something that goes against the people's will and lose their trust, we will lose everything" (Nguyen Phu Trong: Determination to prevent and repel corruption, National Political Publishing House, Hanoi, 2019, p.80).
In Party building, Uncle Ho repeatedly affirmed that cadres and party members are the root of all work; the cadre issue decides everything; all successes or failures depend on good or bad cadres. Content 2 in Article 1 clearly states: “Respect, trust, be close to and closely attached to the people. Pay attention to and care for the material and spiritual lives of the people; protect the legitimate and legal rights and interests of the people; create conditions for the people to promote their mastery, rely on the people to build a clean and strong Party and political system. Whatever is beneficial to the people must be done to the utmost, whatever is harmful to the people must be avoided at all costs”.
Regulation No. 144/QD/TU is a true return to Ho Chi Minh's thought on revolutionary ethics, demonstrating our Party's steadfastness, application and creative development in studying and following Uncle Ho. We believe that, after many years, with the advantages and limitations in Party building work and the implementation of regulations on training the moral qualities of cadres and Party members, this time, with the determination of the entire Party and the entire political system, Regulation No. 144-QD/TU will create a new, positive change in the work of Party building and rectification before the Party Congresses at all levels, towards the 14th National Party Congress.
