Regarding media reports about a tomb obstructing the road in the area of the new residential area construction project on Road 390, Thanh Hai commune, former Hai Duong province (now Ha Tay commune, Hai Phong), the Standing Vice Chairman of the Hai Phong City People's Committee, Le Anh Quan, has instructed the Ha Tay Commune People's Committee to direct the cessation of traffic in the area where the tomb is located, and to regularly inspect and monitor the area to ensure traffic safety until the project's transportation infrastructure is fully developed.

The People's Committee of Ha Tay commune needs to strengthen its efforts in mobilizing and disseminating information to create high consensus among the people in order to urgently complete the land clearance for the area containing 5 graves within the project's scope, and to quickly complete the entire project for exploitation and use.

Review the construction of items on land areas that have not been reclassified for other uses or allocated, in order to develop a plan for handling them in accordance with the authority and regulations of the law. Proactively review land clearance documents and ensure that the process is completed in accordance with the correct procedures to implement the project.

Complete the compensation, support, and land clearance work before September 30, 2025, to hand over the land to the investor for construction and completion of the remaining project items.

The Standing Vice Chairman of the City People's Committee, Le Anh Quan, assigned the Department of Agriculture and Environment to take the lead, together with the Department of Finance, the Department of Construction, and other relevant departments and units, in monitoring, guiding, and urging the People's Committee of Ha Tay commune to implement the regulations.

The project for the new residential area on Road 390, Thanh Hai commune, Thanh Ha district, former Hai Duong province (phase 2) had its detailed planning adjusted and approved by the former Thanh Ha District People's Committee in Decision No. 1941/QD-UBND dated April 22, 2020, and the project approved in Decision No. 3171/QD-UBND dated June 30, 2021, and No. 1460/QD-UBND dated April 22, 2024.

The project utilizes 23,278.9 ^m² of land. The investor implementing the project is the People's Committee of Thanh Hai Commune (now the People's Committee of Ha Tay Commune).

Based on the results of the completed land clearance, the People's Committee of Hai Duong province previously issued Decision No. 1186/QD-UBND dated May 21, 2024, on changing the land use purpose of 22,861.9 ^m2 of land for the construction of a new residential area on Road 390, Thanh Hai commune (phase 2).

To date, 417 m² of land has yet to be officially reclassified or allocated for the project. This area includes the land of one grave located along the road (as reported by the press) and four other graves. All five graves have not yet been cleared and relocated from the project area; the remaining area is affected by these graves, resulting in incomplete plots and requiring access to the un-cleared land.
