The project is implemented by the People's Army Cinema under the General Department of Politics, Ministry of National Defense , on the occasion of the 80th anniversary of the successful August Revolution (1945 - 2025), the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).

The film tells the story of the soldiers and people who fought steadfastly for 81 days and nights to protect Quang Tri Citadel, the fierce battle of wits between the Government of the Democratic Republic of Vietnam at the negotiating table at the Paris Conference, thereby reflecting the crimes of war and praising the aspirations for peace and independence of the Vietnamese people.
Lieutenant Colonel Nguyen Thu Dung, Director of the People's Army Cinema, Deputy Head of the Steering Committee for the Production of the feature film Red Rain , said that this is the first film project that the unit has invested in building and recreating the setting on the set.

The main setting of Quang Tri Citadel and other settings such as the enemy's forward command post, medical station, etc. will be located in Quang Tri. This is a place of great historical value and significance in the war against America.
