This direction was emphasized by Prime Minister Pham Minh Chinh at a working session with Vietnam Electricity Group (EVN) on the afternoon of January 13.
In addition to the results, the Prime Minister assessed that EVN's operations still faced a number of difficulties, challenges, and limitations. Specifically, in 2023, local power shortages still occurred; investment and construction work did not meet the planned targets; some power source and grid projects were slow in implementation; some party members, officials, and employees of EVN units were disciplined and criminally prosecuted.

According to the head of the Government , the current difficulties of the electricity industry are more incidental and situational than systemic. Therefore, in the face of difficulties and challenges, we must remain calm and courageous, not be negligent, subjective, panic, fearful, or lose our composure, promote tradition, solidarity, unity, and confidence in resolving difficulties and obstacles, overcoming difficulties and challenges, and moving forward steadily.
Assigning tasks for the coming time, the Prime Minister clearly stated 3 goals that EVN needs to achieve.
Firstly, the Prime Minister emphasized that there must be no shortage of electricity for production, business and consumption under any circumstances or circumstances.
The second request made by the Government leader is to manage and operate the electricity industry, especially prices according to market rules, but with policies for social security beneficiaries.
And the third is to restructure EVN according to market rules, balance finances, promote production and business, overcome difficulties and challenges, overcome limitations and weaknesses, focus on developing emerging fields, promote the fight against corruption, negativity, waste and encourage and protect cadres who dare to think and dare to do.
The Prime Minister requested to thoroughly grasp, seriously, resolutely and effectively implement the resolutions, conclusions and directions of the Central Committee, the National Assembly, the Government and the Prime Minister on socio-economic development in 2024 and specific tasks assigned to EVN, as well as the directions of relevant ministries, branches and the State Capital Management Committee at enterprises.
Regarding specific tasks and work, the Prime Minister requested to strive to complete the targets and tasks set out in the plan for 2024, ensuring electricity supply for the country's socio-economic development and people's lives.
In particular, it is necessary to be proactive and do a good job of forecasting electricity demand, effectively exploiting electricity sources to ensure optimal and correct electricity supply, including mobilizing renewable energy projects and calculating electricity imports to serve domestic needs.
In addition, according to the head of the Government, it is necessary to grasp the situation, strictly implement regulations on the operation of the power system, the electricity market, and the safe and reliable operation of the power transmission system, especially the 500 kV North-South system; must learn from the incident in 2023, and must not let the most incidents occur during the peak of the hot season.
The Prime Minister noted the effort to complete the 500 kV line 3 circuit from Quang Trach - Pho Noi by June 2024 at the latest.

Based on the national energy strategies and the approved Power Plan VIII, the Prime Minister requested EVN to focus on completing the development and implementation of medium and long-term strategies for energy development, strategies and plans for power development in line with new trends. At the same time, this unit must develop scenarios and solutions to deal with sudden and unexpected problems; not to waste solar and wind energy resources.
Prime Minister Pham Minh Chinh requested continued close and effective coordination in the spirit of caring, helping, sharing but not relying on each other between EVN and agencies, corporations, and partners with input fuels such as coal, oil, gas, and water.
Regarding the recommendations, the Prime Minister welcomed the proposal to allow and assign EVN and other key economic groups to invest in large and important power projects, focusing on key areas and on the basis of planning and methodical implementation.
The Head of Government also requested to urgently complete the dossier submitted to the Government in accordance with regulations on incentive mechanisms for the development of self-produced and self-consumed rooftop solar power.
