On the afternoon of December 15, Prime Minister Pham Minh Chinh inspected, worked and urged two horizontal and vertical expressway projects in the Mekong Delta, including the Can Tho - Ca Mau route and the Chau Doc ( An Giang ) - Can Tho - Soc Trang route.
Accompanying were Minister of Transport Tran Hong Minh, leaders of ministries, branches and localities.
The Prime Minister inspected the site at three intersections IC3, IC4 and IC5 in Hau Giang province, part of the Can Tho - Ca Mau project on the North - South expressway in the eastern region in the 2021-2025 period. In particular, IC4 is the intersection between the two horizontal and vertical axes.
Next, Prime Minister Pham Minh Chinh had a meeting with ministries, branches, localities, investors, project management boards, and contractors to assess the situation and identify specific difficulties and problems for timely resolution.
Thus, the Prime Minister has directly inspected the construction site 11 times, encouraging officials, workers and people in the area of expressway projects in the region; in 2024 alone, he directly inspected 6 times.
The expressway project from Can Tho to Ca Mau is the final section of the entire North-South expressway running along the country, in which the previous phase (2015-2020) completed 11 component projects with nearly 700 km; in the 2021-2025 phase, investment will continue to be made to complete all 12 component projects with about 730 km by 2025 to open the entire route.
The timely completion of the Can Tho - Ca Mau project is of great significance in connecting the entire route from North to South, opening up new development space, connecting localities in the three regions of North - Central - South; at the same time, inspiring and creating momentum for other important projects to reach the finish line in 2026 and the following years (including the Chau Doc - Can Tho - Soc Trang cross-axis expressway phase 1, Dai Ngai 2 bridge, Rach Mieu 2 bridge, Cao Lanh - An Huu expressway...).
The expressway project from Can Tho to Ca Mau includes a main route of more than 110.85 km and a connecting route of 25.85 km; divided into 2 component projects including the Can Tho - Hau Giang section and the Hau Giang - Ca Mau section invested by the My Thuan Project Management Board (Ministry of Transport); total investment of 27,523 billion VND, starting on January 1, 2023, scheduled for completion on December 31, 2025.
Two months ago (October 15, 2024), Prime Minister Pham Minh Chinh and Deputy Prime Ministers Tran Hong Ha and Ho Duc Phoc worked with leaders of ministries, branches and localities in the Mekong Delta region, with the determination to unify and resolve difficulties and problems for expressway projects in the region, including this project.
According to reports, the amount of work done on the Can Tho – Ca Mau expressway project after the meeting on October 15 is remarkable. Specifically, 100% of the site clearance on the main route (110.8 km) has been completed and 28 km of the connecting route has been basically completed, with only about 200 m remaining in Can Tho City being processed.
Contractors have mobilized 234 construction teams, 971 equipment, 3,000 workers, organized 3 shifts, output reached 55%/61% of the plan. Regarding sand for filling, 11.8 million m3/15.2 million m3 of 2024 have been brought to the construction site, still lacking 3.4 million m3. Accumulated disbursement to date is 14,353/14,766 billion VND (reaching 97%); in 2024, 5,831/6,356 billion VND (reaching 92%), meeting the plan.
However, the construction of transport infrastructure projects in the southern region and the Mekong Delta always faces many difficulties, such as in terms of materials for filling the roadbed. The lack of sand for filling this project is also a common situation for other projects in the region and this is also a key issue that determines the progress of the projects at this time. At the meeting, ministries, branches and localities reported on issues related to sand for filling, material prices, crushed stone grading, etc.
Research continues to deploy the expressway section from Ca Mau City to Dat Mui
In his concluding remarks, Prime Minister Pham Minh Chinh reiterated that the Mekong Delta has two bottlenecks in terms of transport infrastructure and human resources. The Party and the State are very interested in resolving and removing these two bottlenecks for the Mekong Delta, with a roadmap, timetable, and steps appropriate to the country's circumstances and conditions. According to the plan, by 2030, the Mekong Delta will have 1,200 km of expressway and we are determined to achieve this goal.
The Prime Minister requested that the progress must not be changed, and that the entire North-South expressway in the east (from Cao Bang - Lang Son to Ca Mau) must be opened by December 31, 2025. This is the order of the heart, the request of the country, and the expectation of the people. At the same time, research and continue to deploy the expressway section from Ca Mau City to Dat Mui (about 80 km), assign Ca Mau to deploy with the support and capital arrangement of the Central Government, and try to start construction next year.
The Prime Minister emphasized the viewpoint of only discussing action, not retreating; Party committees and authorities must be responsible, mobilizing the entire political system, organizations to participate, people to participate, businesses to support, with the mechanism of Party leadership, State management, people to be the masters, not leaving contractors and project management boards alone on the construction site.
Main contractors do not sell contracts but must cooperate, share work, create opportunities and conditions for local contractors to grow and mature with the spirit of working together, enjoying together, winning together and developing together. For tasks that can be done manually, youth forces, the army, the police, etc. actively participate in implementing them. Localities, organizations and agencies need to actively respond to the peak period of "500 days and nights competing to complete 3,000 km of expressways".
Acknowledging the results and progress of the Can Tho - Ca Mau project after a meeting two months ago, the Prime Minister stated that we cannot be subjective or negligent, must speed up progress, shorten project construction time, ensure quality, technique, aesthetics, safety, environmental sanitation, and prevent negativity and waste.
The Prime Minister emphasized that all relevant entities need to draw lessons from experience after the project implementation period; what is done well must be done better; what is not done well must be overcome; proactively and actively perform assigned tasks according to functions, tasks, and powers; any problems must be resolved; if beyond authority, report to competent authorities for consideration and decision.
The Prime Minister requested relevant localities, especially Tien Giang, to immediately re-examine the licensing of mines and the prices of landfill materials, and strictly handle individuals who delay and, especially, if there is negativity. The Ministry of Natural Resources and Environment must urgently guide the new Law on Geology and Minerals, and other ministries to provide specific guidance, closely coordinate, relevant localities must complete the licensing procedures for sand, gravel, and stone in December 2024, and at the same time focus on directing immediate implementation, resolutely not to let there be a shortage of common construction materials for projects, and prevent negativity and corruption.
Regarding construction organization, up to now, the output of the entire Can Tho - Ca Mau route has reached 53%/61% of the 2024 plan (still 8% behind schedule), in which some contractors are behind schedule. The Prime Minister requested the Ministry of Transport to focus on directing the My Thuan Project Management Board and contractors to coordinate with localities to promptly complete procedures to exploit construction material mines, ensuring sufficient reserves and capacity; be more proactive, further increase the workforce and equipment, take advantage of favorable weather conditions, and focus on construction to make up for the slow progress. Along with that, the Ministry of Transport guides the implementation of more active and proactive construction measures to shorten the time.
Contractors increased machinery, equipment, and construction personnel with the spirit of "overcoming the sun, overcoming the rain, not losing to storms", "working in 3 shifts, 4 shifts", "through holidays, Tet, and days off", "eating quickly, sleeping urgently"; contributing to speeding up construction progress, bringing projects to the finish line ahead of schedule.
Can Tho City People's Committee directed departments, branches, and local authorities to completely handle and hand over 100% of the site in December 2024. Leaders of local Party committees and authorities, especially in the construction area, continue to do a good job of resettlement; continue to take care of the lives of people who have given up their land, houses, fields, gardens, etc. so that the project can be implemented to basically meet the requirements; ensure that life in the new place must be better than the old place, especially taking care of the people's lives and paying attention to the team of engineers, workers, and laborers at the construction site, especially during the Tet holiday.
