The topic consists of 3 parts: Positioning Hanoi in the development strategy of Vietnam's cultural industries; Explaining why Hanoi joined the UNESCO creative cities network in the field of design; The role of media and press in developing cultural industries and building the brand of a creative design city.

On February 22, 2022, the Hanoi Party Committee issued Resolution No. 09-NQ/TU on the development of cultural industry in the capital for the period 2021 - 2025, with a vision to 2030 and a vision to 2045. The Resolution consists of 4 parts: Situation; Viewpoints, goals; Key tasks and solutions; Implementation organization.
The Resolution sets out the general goal: To create comprehensive development steps for the capital's cultural industries in terms of scale, product quality, services and market, ensuring sustainable development, becoming a spearhead economic sector with high speed, proportion and added value; operating professionally, with synchronous and modern infrastructure; diverse cultural services and products with quality and brand, meeting the creative and enjoyment needs of domestic people, promoting tourism and export development.

Focus on investing in developing a number of potential and advantageous fields of the Capital such as: Cultural tourism; Performing arts; Handicrafts; Design; Advertising; Fine arts, photography and exhibitions; Cinema; Fashion ; Cuisine; Software and entertainment games; Television and Radio; Publishing... suitable to the reality of the Capital and each specific stage.
The Resolution sets out 8 key tasks and solutions including: Innovating thinking, raising awareness of cultural industry. Focusing on building and perfecting mechanisms and policies. Promoting human resource development. Strengthening the application of science and technology. Developing the cultural industry market. Attracting and supporting investment. Expanding domestic and international cultural exchanges and cooperation. Focusing on building, developing and positioning the UNESCO "Creative City" brand.
