Clean water prices in Quang Nam skyrocket higher than in Da Nang

Previously, on May 20, this company announced the adjustment of clean water prices in Quang Nam province from May 2025 on the company's website.

According to the company, implementing Official Dispatch No. 4191 dated May 19 of the People's Committee of Quang Nam province on the application of the company's clean water unit price, Decision No. 2473 (2022) of the Provincial People's Committee approving the clean water unit price provided by the company in the province, starting from the collection period of May 2025, the company will apply the new water unit price.

Domestic water prices in Tam Ky City, Hoi An City, Dien Ban Town, Phu Ninh, Duy Xuyen, Thang Binh, and Nui Thanh districts are calculated according to 4 levels.

Level 1 (first 10m3 ) price is 8,954 VND/m3; level 2 (from 10m3 - 20m3) price is 11,177 VND/m3; level 3 (from 20m3 - 30m3) price is 13,400 VND/m3; level 4 (from over 30m3 ) price is 15,624 VND/m3.

The price of clean water supplied to administrative units in the above localities is 13,400 VND/m3, to material production units is 14,265 VND/m3, and to service business units is up to 18,959 VND/m3.

In mountainous districts such as Nam Giang and Phuoc Son, domestic water prices are also divided into 4 levels.

In which level 1 price is 7,175 VND/m3; level 2 price is 8,954 VND/m3; level 3 price is 10,733 VND/m3; level 4 price is 12,512 VND/m3.

Water price for administrative and public service units is 10,733 VND/m3; for material production units is 11,424 VND/m3; for service business units is 15,180 VND/m3.

Previously, Quang Nam Water Supply and Drainage Joint Stock Company sent a report to the Provincial People's Committee stating that the company's production and business activities are currently facing many difficulties, especially not having enough revenue to repay loans for water supply projects.

The reason according to the company is that the clean water price has not been collected (period 3) according to decision 2473 of the Provincial People's Committee.

The company said that in 2021, it had developed a clean water unit price plan and submitted it to the Department of Finance for appraisal. If implemented in accordance with the appraised costs, the water price must increase once from October 2022 with an increase of VND 2,957/m3.

However, in order to avoid sudden increases in water prices that affect water users, the Department of Finance has advised the Provincial People's Committee to approve price increases according to a 3-phase roadmap.

The first year is from the October 2022 collection period; the second year is from the October 2023 collection period; the third year is from the October 2024 collection period (in Decision 2473 dated September 20, 2022 of the Provincial People's Committee).

This means that the revenue in the first and second years after the price increase will not be enough to cover the costs correctly and fully, and it will not be until the third year that the revenue will partially cover the costs.

According to the company, the temporary suspension of the third water price (October 2024) by the Provincial People's Committee has resulted in insufficient revenue to cover costs (in 2024, the company lost about 51 billion VND) and repay debts for water supply projects.

To resolve the difficulties, the company proposed that the province allow the application of water prices for October 2024 (of Decision 2473) in May 2025.

After the company's proposal, at a meeting with businesses on May 7, Mr. Tran Nam Hung, vice chairman of the provincial People's Committee, agreed to let the above company increase water prices in May.

With the price adjusted by this company compared with the price of clean water in neighboring localities such as Da Nang City, it shows that people in Quang Nam have to pay much higher costs.
