According to the dispatch, recently, the prices of some construction materials, especially sand, gravel, stone, bricks, leveling materials, road embankment materials, etc., have increased abnormally, directly affecting construction costs and construction progress. The reasons are due to factors affecting market supply and demand; delays and congestion in granting licenses for sand, gravel and construction stone exploitation; speculation, hoarding, price gouging and signs of manipulation and market manipulation of construction materials.
From there, the Prime Minister requested the Minister of Construction to urge and closely coordinate with localities to regularly monitor and grasp market developments and price fluctuations in order to proactively have timely and effective solutions to reduce prices of construction materials, sand, stone, gravel, bricks, and roadbed leveling and embankment materials.
The Minister of Agriculture and Environment reviews and minimizes administrative procedures and conditions for granting mineral exploitation licenses, reducing at least 30% of the time to carry out procedures.
The Minister of Industry and Trade directed market management agencies to strengthen inspections, promptly detect and handle acts of speculation, hoarding, and unreasonable price increases of construction materials.
The Ministry of Public Security shall preside over and coordinate with relevant agencies to investigate and strictly handle organizations and individuals who manipulate the market, speculate and profit in the production and trading of construction materials, and cover up, protect, corrupt, and ignore violations that recur without thoroughly handling them.
For localities, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to urgently review, evaluate, and synthesize the demand for construction materials in the area. Plan and identify mines, supply sources, capacity, and supply capacity. Speed up the granting of mining licenses, extension, and adjustment of mining capacity, and direct assignment of mines to contractors for projects in need and important national projects.
Along with that, the locality strengthens inspection, supervision, monitoring, urging, closely following the developments of the construction market, proactively taking solutions. Controlling the declaration and posting of prices according to regulations, ensuring publicity and transparency of information on construction material prices in the area, avoiding the phenomena of "speculation and price inflation".
Timely update and publish construction material prices and construction price indexes to ensure that they accurately reflect the cost of material prices and are consistent with market prices. Prioritize ensuring the source of construction materials for important, key national projects, projects that must be completed early, and urgent civil works.
The Chairman of the Provincial People's Committee is responsible to the Prime Minister if violations recur, if they are not thoroughly handled, or if they lack a sense of responsibility in inspection and supervision, and if they are not resolute and decisive in management.
