Four months of disbursement only reached more than 15% of the plan
The Ministry of Finance said that by the end of April, the total disbursed public investment capital reached more than 15% of the plan (more than 130,000 billion VND). The disbursement progress began to accelerate, however, the results were still lower than the same period last year (reaching more than 16%). Of which, 10/47 ministries, central agencies and 35/63 localities had an estimated disbursement rate above the national average.
15 ministries and central agencies disbursed less than 5%, including the Ministry of Science and Technology, the Ministry of Health , the Ministry of Culture, Sports and Tourism, Hanoi National University, and Ho Chi Minh City National University. In addition, 12 localities disbursed less than 10%, including Khanh Hoa, Cao Bang, Binh Duong, Dong Nai, An Giang, Soc Trang, Quang Tri, etc.
However, many ministries, central and local agencies have not disbursed or disbursed very little. 9 ministries and central agencies have not disbursed any money.
According to the Ministry of Finance, there are many reasons for the slow disbursement of public investment. Establishing and determining project management costs and consulting costs for projects without construction components is difficult, because many fields do not have specific regulations on project management cost norms and consulting costs such as the fields of health,education and training, natural resources and environment, etc.

In addition, the new Land Law 2024 has come into effect with many changes and unclear regulations, affecting site clearance for projects.
The Ministry of Finance pointed out that there is still a situation where ministries, central agencies and localities develop capital plans that are not close to actual needs and implementation capabilities.
Regarding the organizational structure after the implementation of streamlining and streamlining, central and local agencies have had to temporarily stop starting new projects, or are in the process of reviewing to adjust the scale and scope of project investment, leading to not continuing to allocate capital to implement projects to avoid waste.
In addition, changes in responsibilities, powers, and project management processes at the local level due to the failure to maintain the district level and new functional agencies after the reorganization and merger also have an impact. The appraisal of feasibility study reports, appraisal of basic designs, appraisal of construction designs, payment, and settlement must take longer to process, affecting site clearance.
Also due to the merger of provincial administrative units according to the provisions of the 2024 Land Law, the construction of land price tables is difficult.
Strictly handle if capital is not fully allocated
Speaking to Tien Phong reporter , Associate Professor, Dr. Bui Thi An - former member of the 13th National Assembly - said that in the context of preparing to reorganize administrative units, ministries, branches and localities need to ensure that there is no interruption in the implementation and disbursement of public investment capital. The direction was just given by the Prime Minister at the regular Government meeting in April, ensuring continuity in the process of reorganizing administrative units.
The Prime Minister also requested the Ministry of Finance to take the lead in striving to disburse 100% of the planned public investment capital. The Ministry must report to the Government and the Prime Minister to take strict measures to handle ministries, branches and localities that have not fully allocated the planned capital by March 15.

Regarding public investment, Ms. An believes that the coming period must be closely linked to the responsibility of the head, requiring direct coordination from the province and city to the grassroots level. "We have had time to prepare, and there are still nearly 2 months until July 1 to operate the new government apparatus after the reorganization. During the reorganization of the apparatus, it is necessary to assign responsibility to the head, individualize responsibility, and to delay and slow down progress, it is necessary to handle it publicly," Ms. An emphasized that it is especially necessary to make it public so that society can monitor it together.
On the side of the Ministry of Finance, to speed up the disbursement progress, the Ministry requires investors to develop plans and report progress monthly and quarterly; cut down the capital plan of slow-disbursing projects, supplement it for other projects with good disbursement capacity and need to speed up progress, especially important, urgent projects, strategic infrastructure projects...
"Learning from experience in organization and implementation, especially for large-scale projects", the Ministry of Finance proposed and requested to strengthen inspection, supervision, and clearly assign responsibilities at each stage.
By the end of April, the total capital allocated was nearly VND870,000 billion, reaching more than 96.6% of the plan. Of which, 19/47 ministries and central agencies and 22/63 localities have not fully allocated capital, although the Government requested to complete it before March 15.
