The review revealed that 17 commercial housing projects are underway but lack the necessary technical infrastructure to develop social housing projects on the 20% allocated land. The highest number of projects are in Trang Bom district with 10, followed by Nhon Trach district with 2, Bien Hoa city with 2, Long Thanh district with 2, and Thong Nhat district with 1.
Over the past period, housing laws have undergone many changes regarding the requirement to allocate land within commercial housing projects for social housing. From July 1, 2015, to March 31, 2021, the law stipulated that commercial housing projects with an area of 10 hectares or more required the investor to build social housing on 20% of the project's residential land; for commercial housing projects with an area of less than 10 hectares, the investor could build social housing on 20% of the project's residential land, or exchange the land for social housing in another location, or pay an equivalent amount of money equal to the value of 20% of the commercial housing project's residential land.
From April 1, 2021 to July 31, 2024, housing laws stipulate that for commercial housing projects with an area of 2 hectares or more, the investor must build social housing on 20% of the land allocated for housing within that project.
From August 1, 2024, housing laws stipulate that developers of commercial housing projects and new urban areas must allocate 20% of their land for social housing construction. Developers can fulfill this obligation through one of three methods: allocating land within the project, allocating land in another area, or paying a fee. The specific method chosen is determined by the provincial People's Committee.
