The review results show that there are 17 commercial housing projects under implementation but the technical infrastructure has not been completed to implement the construction of social housing projects on the 20% land fund. Of these, the most are Trang Bom district with 10 projects, Nhon Trach district with 2 projects, Bien Hoa city with 2 projects, Long Thanh district with 2 projects and Thong Nhat district with 1 project.
Recently, the housing law has changed a lot regarding the requirement to reserve land within commercial housing projects for social housing. From July 1, 2015 to March 31, 2021, the law stipulates that for commercial housing projects with an area of 10 hectares or more, investors must build social housing on 20% of the project's residential land fund; for commercial housing projects with an area of less than 10 hectares, investors can build social housing on 20% of the project's residential land fund or exchange the social housing land fund in another location or pay in cash equivalent to the value of the 20% residential land fund of the commercial housing project.
From April 1, 2021 to July 31, 2024, the housing law stipulates that for commercial housing projects with an area of 2 hectares or more, investors must build social housing on 20% of the project's land fund.
From August 1, 2024, the housing law stipulates that investors of commercial housing projects and new urban areas must reserve 20% of their land for social housing construction. Investors can fulfill this obligation in one of three ways: allocating land in the project, allocating land in another area, or paying money, and the choice of a specific option is decided by the provincial People's Committee.
