Da Nang strongly develops science, technology and innovative startups

Great effort, great determination

In recent times, the city has achieved many positive results in science, technology, innovation, digital transformation and made a clear contribution to socio -economic development. In particular, the digital economy in 2024 will contribute about 22% of the city's GRDP; the shift towards taking science, technology, and innovation as an important foundation and main driving force to promote economic development; transforming the growth model and focusing on business development. The city has issued many programs and plans to contribute to perfecting institutions, making institutions a competitive advantage in developing science, technology, innovation and digital transformation.

At the same time, focus on supporting enterprises in technological innovation, innovative startups; supporting the development of intellectual property, promoting initiatives, creative labor and the field of quality measurement standards to improve productivity and product quality. In addition, the city increases investment, completes infrastructure and continues to prioritize resources to develop technical facilities serving science and technology, innovation.

Scientific and technological research activities have focused on the practical needs of society, clearly demonstrating the accompanying role in research work to build mechanisms and policies, provide scientific basis and data for urban planning and management, apply high technology in disease treatment and public health care, and research and develop technology applied to production and business.

In implementing digital transformation and building a smart city, Da Nang has achieved many positive results thanks to the participation of the entire political system, the response and participation of the people, the business community and the support of domestic and international organizations. The city's economy has shifted towards a digital economy, along with the strong development of digital technology enterprises, creating a foundation for the development of new key areas such as semiconductors and artificial intelligence. The implementation of providing and using online public services in Da Nang has been highly effective, recognized by the National Committee on Digital Transformation and selected as a model for summary and reference by other localities.

The city's leadership and management have gradually shifted to a digital environment; providing many smart utilities and services for people and businesses to use... On the other hand, the city has improved the quality and promoted high-quality human resources to help meet the requirements of scientific development, innovative technology and national digital transformation. Human resource development activities have been organized synchronously, with many new approaches, high determination, mobilizing many resources, gradually being completed and basically achieving the goal of standardization, improving the qualifications, professionalism and integration capacity of the team of cadres, civil servants and public employees.

Developing an innovative startup ecosystem

Da Nang focuses on building policies and implementing many support activities to form and develop a strong connected innovative startup ecosystem. These efforts have been recognized and highly appreciated by all levels. According to the Ministry of Science and Technology's ranking announcement on the Local Innovation Index, Da Nang will rank 4th in 2023 and 5th in 2024.

The city was awarded the Attractive Innovative Startup City Award by the Vietnam Software and Information Technology Services Association (VINASA) in 2020, 2022, 2023 and 2024; and was assessed by the Ministry of Science and Technology as a typical locality with positive contributions to the development of the national innovative startup ecosystem. Notably, in 2023, Da Nang was for the first time included in the list of the top 1,000 global typical cities for startup ecosystems according to the ranking of the StartupBlink Global Startup Ecosystem Research and Mapping Center.

Mr. Le Duc Vien, Director of the Department of Science and Technology, stated that based on the specific goals of building Da Nang into a national and international center for innovation and startup, the city is determined in directing, operating, building and perfecting mechanisms and policies; taking enterprises as the center of all activities, creating a favorable environment to promote and support the process of forming and developing startups with the motto "Startup today - big enterprise tomorrow", contributing to the city's rapid and sustainable economic growth.

The city's innovative startup ecosystem has developed remarkably with both quantitative and qualitative changes. Compared to before, the city's startup ecosystem structure has had all the active participants (state agencies, research institutes, universities, support organizations, incubators, venture capital funds, angel investors, experts, advisory networks and startup communities). Awareness and thinking about innovative startups in the city have changed dramatically, the startup culture has been formed, contributing to creating a friendly environment, encouraging and spreading the spirit of innovation in the community.

Many effective ways

In addition to the central government's policies, the city has proactively issued specific policies on science and technology. For example, the reward policy for science and technology activities and innovative startups, Da Nang is the first locality in the country to implement annual rewards to honor organizations and individuals with positive contributions. As for the policy to support enterprises in technological innovation, this is a specific policy of Da Nang, helping to create a favorable legal corridor to support enterprises in technological innovation, production development, creating new products, improving product quality and competitiveness in the market.

In particular, the city has proposed unique and outstanding policy mechanisms to remove difficulties, obstacles and bottlenecks in the current period regarding science, technology and innovation; approved by the National Assembly in Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of unique mechanisms and policies for the development of Da Nang city. These are unique, outstanding and unprecedented mechanisms and policies, creating a breakthrough in the process of developing the city's innovative startup ecosystem.

After Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation was issued by the Politburo, the city proactively deployed and issued Action Program No. 43-CTr/TU of the Standing Committee of the City Party Committee on implementing Resolution No. 57-NQ/TW and Plan No. 63/KH-UBND of the City People's Committee on implementing Resolution No. 03-NQ/CP promulgating the Government's action program to implement Resolution No. 57-NQ/TW and Action Program No. 43-CTr/TU. The city deployed additional targets, tasks and solutions suitable to reality to contribute to the successful implementation of Resolution No. 57-NQ/TW nationwide.

In addition, the city also mobilizes social resources to establish innovation spaces for the community; uses the Vietnamese innovation network in countries around the world to support Da Nang in connecting with expert networks, connecting markets, transferring technology; organizes networking events to invite investment funds to Da Nang; mobilizes ideas, initiatives, and technological solutions of the startup community to serve the public sector...
