Reservoir for color production in Huyen Duc hamlet, Long Son commune.
Comrade Thach Thi Thu Ha, Provincial Party Committee member, Cau Ngang District Party Committee Secretary, said: because the district's economy still depends heavily on the agricultural sector, the growth rate is still slow. Prices of gasoline, oil; agricultural materials; food, aquatic medicine; construction materials... are still high; the output of some agricultural and aquatic products is unstable and fluctuates abnormally, affecting the lives as well as production and business of the people.
On the other hand, the district’s infrastructure has not been invested synchronously, so it is difficult to attract businesses to invest in development. The capital resources allocated annually are small, so investment in upgrading and repairing traffic works is not much; investment in physical facilities is still limited.
In fact, in Long Son commune in recent years, the Party Committee and the government have prioritized investment in infrastructure construction, implemented many programs and policies to help improve people's lives such as creating livelihood models, supporting housing, solidarity houses, vocational training, job creation and capital support for production development. Agricultural and fishery extension work, restructuring of crops and livestock have received attention; the application of scientific and technical advances and mechanization in production has been promoted more in people's lives and production. However, currently, the situation of agricultural production and aquaculture in the commune is still difficult, due to the lack of synchronization of the irrigation system and rural infrastructure.
Farmer Thach Thao, who grows vegetables in Soc Moi hamlet, Long Son commune, said: with 0.3ha of production land, he grows 02 vegetable crops - 01 rice crop every year. This year's corn crop is in the harvest season, the average yield is estimated at 7.5 - 08 tons/ha, the purchase price is 17,000 VND/kg, an increase of 2,500 - 3,000 VND/kg compared to last year, the profit is 30 - 40 million VND/ha. Although growing vegetables is 03 - 05 times more profitable than growing rice, in the dry season, it is very difficult to proactively source water for growing vegetables, especially fresh water for winter-spring rice. Therefore, we hope that the locality will pay attention to creating favorable conditions for investing in building reservoirs and upgrading the internal irrigation system to serve agricultural production more conveniently.
Comrade Nguyen Thanh Nhan, Chairman of Long Son Commune People's Committee, said: The economic situation of the commune is mainly agricultural, production depends a lot on the weather, the epidemic situation still occurs from time to time, especially in aquaculture; the market and prices of some agricultural products are unstable, affecting people's investment in production development. In recent years, the situation of climate change, drought, and salinity intrusion has become increasingly severe, causing many losses to people's production.
To continue to effectively implement the transformation of economic development solutions associated with sustainable poverty reduction, the commune recommends that in the coming time, all levels and sectors pay attention to investing in building infrastructure for roads and power lines in the Tra Con field project area to serve the 410ha aquaculture area, currently about 160ha (96 households) remain unexploited.
Investing in the construction of a production power line along the O Trao embankment in O Rang hamlet, 3.5km long, serving 160ha of production area for 203 households; a pair of level II canals T38 serving 60ha of production area for 75 households; a pair of level II canals T39 serving 340ha of production area for 399 households and a pair of Huyen Duc hamlet's main road serving 55ha of production area for 68 households with an estimated budget of 21.78 billion VND. At the same time, it is proposed to invest in the construction of 02 water reservoirs in Bao Mot - Soc Moi hamlet, with a production area of 103ha, serving 161 households producing 01 rice crop and 02 other crops.
Construction of production power lines and asphalt roads with an estimated budget of 16.6 billion VND. Construction of O Rang hamlet reservoir, production area of 69 hectares, serving 115 households producing 01 rice crop - 02 other crops; construction of accompanying works including: production power lines and asphalt roads, with an amount of 07 billion VND...
According to comrade Thach Thi Thu Ha, currently in the district there are still some areas in Long Son, Thanh Hoa Son, Hiep My Tay communes lacking water for irrigation. In fact, in Long Son commune, in 2017, the Department of Agriculture and Rural Development of the province invested in a pilot reservoir project to provide irrigation water for growing crops in sandy soil, with a lake surface area of about 01ha, containing about 26,000m3 of water to provide irrigation water for 26ha of 40 households with production land in the lake area of 03 hamlets Huyen Duc, Soc Moi and part of Bao Mot hamlet, bringing efficiency through the harvest seasons, farmers achieve very high productivity, especially in the dry season.
In the coming time, in order to meet the demand for production conversion in sub-regions according to the planning such as: 02 rice crops - 01 color; 01 rice - 02 colors and monoculture of colors of localities, the district directs localities to continue to closely monitor the production of rice, color crops, and aquaculture. Effectively implement measures to prevent and control diseases on crops and livestock. Manage and exploit irrigation works well, promptly prevent salinity and high tides to ensure good service for production. In addition, the district recommends that the province continue to pay attention to investing in the district in some infrastructure works to serve production development.
For the color production area, the district proposed to invest in 02 power lines, 02 traffic routes, 02 water reservoirs to serve 276 households, an area of 172 hectares of rice-color land concentrated in the hamlets of Bao Mot, Soc Moi, O Rang, Long Son commune. Invest in 01 traffic route, 01 water reservoir to serve 160 households with an area of 75 hectares of rice-color land including the hamlets of Cau Vi, Lac Hoa, Thanh Hoa Son commune, due to lack of water for color production in the dry season. Invest in 02 power lines, 05 traffic routes and 01 water reservoir to serve 150 households with an area of 90 hectares of small-scale color land, abandoned land, and uninvested infrastructure, including the hamlets of Bao Beo, Giong Dai, Hiep My Tay commune due to lack of water for color production in the dry season.
For rice production areas, the district recommends that the province continue to pay attention to investing in building infrastructure to serve agricultural production, specifically: 01 sluice at the head of canal N13 for irrigation to serve about 500 hectares in the areas of Lac Thanh B, Truong Ban, Lac Son hamlets, Thanh Hoa Son commune; soon implement the investment in 01 pumping station to serve 150 hectares of rice production in Bong Ven hamlet, Nhi Truong commune (the pumping station has been included in the planning by the Department of Agriculture and Rural Development).
Regarding aquaculture areas, in 2012, the Tra Con field area in Long Son, Hiep My Tay, Thanh Hoa Son communes received 12 canals and 12 bridges from the Department of Agriculture and Rural Development of Tra Vinh province, then added 1 power line and 1 traffic route. However, the infrastructure is not yet synchronous, we hope the province will pay attention to investing in additional infrastructure such as: electricity, roads, traffic bridges in Tra Con field to serve aquaculture with an area of 800 hectares.
