Monitoring creates a stepping stone for sustainable development

The monitoring delegation of the Ninh Thuan Provincial Fatherland Front Committee monitored the National Target Program 1719 in Bac Ai district ( Ninh Thuan province).

In order to effectively implement the contents of the National Target Program 1719, since the beginning of the year, the work of inspecting, urging, supervising the progress of implementation, and disbursing capital for the programs has been carried out regularly and continuously by localities in Ninh Thuan province, with close coordination between levels and sectors. The work of inspecting, supervising, and listening to recommendations from localities on difficulties and problems has been promptly received and resolved by the Provincial People's Committee.

The Ninh Thuan Provincial Fatherland Front Committee has organized supervision and evaluation of the implementation of Project 1 on "Solving the shortage of residential land, housing, production land, and domestic water" under the National Target Program 1719 in 2024. In Bac Ai district, the Ninh Thuan Provincial Fatherland Front Committee has organized a delegation to supervise the National Target Program 1719. Through inspection and supervision, it is shown that after 3 years of implementation, the district has achieved many positive results. The total capital from 2022 to 2024 is over 44.7 billion VND, of which the central and local budgets are over 29.8 billion VND, the remaining over 14.8 billion VND is from credit loans and other capital sources.

From the allocated capital, Bac Ai District People's Committee has supported the construction of houses for 128 poor households with a budget of over 9.9 billion VND; supported job conversion for 500 households with a support level of 10 million VND/household; supported domestic water for 235 households and invested in centralized domestic water works in the communes.

Thereby, more than 25.3 billion VND of central and local allocated capital was disbursed, reaching 84.81% of the plan; more than 19.7 billion VND of public investment capital was disbursed, reaching 88.79% of the plan; more than 5.6 billion VND of career capital was disbursed, reaching 73.28% of the plan. The poverty rate in Bac Ai district decreased by an average of over 5% annually, reaching and exceeding the assigned plan.

Evaluating the contents of the National Target Program 1719 being implemented locally, Ms. Pi Nang Thi Thuy - Head of the Ethnic Minorities Committee of Ninh Thuan province said that in recent years, the province has actively implemented projects and sub-projects on supporting residential land and production land for ethnic minorities to eliminate hunger, reduce poverty, provide vocational training, create jobs, and build new rural areas. Thanks to that, the material and spiritual life of the people has been improved, and health care and education and training have also had positive changes.

In particular, in recent times, Ninh Thuan province has implemented Resolution No. 48 on socio-economic development of ethnic minority and mountainous areas to 2025, with a vision to 2030 on solving the shortage of residential land, production land, and domestic water; arranging and stabilizing the population" and achieved certain results. From there, it has helped people soon have conditions to develop production and improve their lives.

“In the coming time, the Provincial Ethnic Committee will continue to guide people to effectively use the capital supported by the State for residential land, housing, means of production, increase income, improve family life, and sustainably reduce poverty. In addition, Ninh Thuan province will strengthen inspection, supervision and integration of programs and investment projects for socio-economic development, comprehensively improving the lives of ethnic minorities and mountainous areas in localities,” Ms. Pi Nang Thi Thuy emphasized.

To effectively implement the policy and gradually care for people's lives, the People's Committee of Ninh Thuan province has directed drastic and synchronous solutions to overcome shortcomings and limitations in implementation. As of early July 2024, the disbursement of capital for National Target Programs in Ninh Thuan reached over 37% of the plan; disbursement reached over 61% of development investment capital, about 20% of career capital. Of which, National Target Program 1719 reached 13%. This result significantly contributed to the development of agriculture, farmers, and rural areas and had a positive impact on people's lives, especially in extremely difficult communes and villages in ethnic minority and mountainous areas.
