Reduce at least 20% of civil servants and public employees receiving salaries from the state budget

Ministries, branches and localities must reduce at least 20% of civil servants and public employees receiving salaries from the state budget to reduce staff according to the plan to arrange and streamline the organizational apparatus.


Minister of Home Affairs Pham Thi Thanh Tra, member of the Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW of the Government, has just sent an official dispatch to the Party's agencies and units at the Central level, the Delegation Work Committee, the National Assembly Office, the Office of the President, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office and ministries, ministerial-level agencies, and local People's Committees on the implementation of Decree No. 178/2024 of the Government (effective from January 1, 2025).

To effectively organize and implement the policy, the Government Steering Committee requests ministries, departments, branches and localities to propagate and educate the political and ideological aspects of cadres, party members, civil servants, public employees, workers and armed forces, especially those affected by the reorganization of the apparatus, to promote a sense of responsibility, for the common good, and to sacrifice personal interests (if any) to implement the Party's policies.

Along with that, it is necessary to promptly reward and encourage collectives and individuals with many achievements and contributions to agencies, organizations and units in the process of implementing organizational restructuring associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees. Urgently issue specific criteria and assign responsibilities to leaders.

The Steering Committee recommends urgently developing and promulgating specific criteria suitable to the characteristics, situation and practice of ministries, departments, branches and localities associated with the assessment of cadres, civil servants and public employees and assigning responsibility to Party committees, authorities, heads of agencies and units to decide on subjects who must quit their jobs due to organizational restructuring and staff streamlining.

Specifically, the Steering Committee stated that it is necessary to reduce at least 20% of civil servants and public employees receiving salaries from the state budget to reduce staffing according to the plan to arrange and streamline the organizational apparatus of ministries, departments, branches and localities in accordance with the roadmap for implementing the policy stated in Decree No. 178/2024, ensuring that it does not affect the performance of tasks assigned by competent authorities.

Every Wednesday, report on implementation results and promptly propose solutions to remove obstacles and difficulties (if any) to the Ministry of Home Affairs - the standing agency of the Government Steering Committee, to report to competent authorities for consideration and decision.

Decree 178/2024 on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system, effective from January 1, sets out 8 major policies to implement the arrangement of the apparatus.

The first policy applies to people who retire early. In case they are 10 years or less older than the retirement age in normal working conditions and 5 years or less older than the retirement age in working conditions in particularly difficult areas and have paid compulsory social insurance for retirement, they will enjoy the following 3 policies: receive a one-time pension for the early retirement period; receive a policy for early retirement; receive a subsidy based on the working time with more than 20 years of compulsory social insurance payment.

In case of having less than 2 years left until the prescribed retirement age and having enough working time with compulsory social insurance payment to receive pension, they will receive pension according to regulations and will not have their pension rate deducted due to early retirement.

Cadres, civil servants and public employees who retire early and are eligible for rewards for their contributions but still lack the working time in a leadership position at the time of retirement will have their early retirement period calculated to correspond to the remaining time of the election term or the appointment period of the current position to be considered for rewards for their contributions.

For cadres, civil servants and public employees who are not eligible for rewards for their contributions, competent authorities will consider forms of rewards appropriate to their achievements.

The second policy applies to resignation for cadres and civil servants (Article 9). Accordingly, cadres and civil servants who are more than 2 years from retirement age and are not eligible for early retirement policies and regimes, if they resign, they will be entitled to 4 regimes: Severance allowance; 1.5 months of current salary for each year of work with compulsory social insurance; social insurance payment period is reserved or one-time social insurance is received according to the provisions of the law on social insurance; 3 months of current salary is received to find a job.

The third policy on resignation for civil servants and employees (Article 10). Civil servants and employees who resign are entitled to the same 4 regimes as civil servants and public employees who resign, the only difference being that the 4th regime is that civil servants and employees are entitled to unemployment benefits paid by the Unemployment Insurance Fund due to their participation in unemployment insurance.

Policy 4 for cadres, civil servants, and public employees who are leaders or managers and cease to hold their positions or are elected or appointed to lower leadership or management positions (Article 11), their old position salary or leadership allowance will be retained until the end of the election term or appointment term.

Policy 5 for those on business trips to the grassroots level (3-year period), including 5 regimes: Continue to receive salary (including allowances) according to the job position before being sent by the agency; receive the first allowance equal to 10 months of basic salary at the time of receiving the job; in case the working unit is in an area with particularly difficult socio-economic conditions, they will enjoy the policy in Decree 76/2019; after completing the task well, they will be accepted back to the agency or unit where they were sent or be assigned a suitable job by the competent authority, not lower than the job position before being sent to the reinforcement; receive a salary increase of 1 level and be considered for commendation by the ministry, branch and province according to regulations.

Policy 6 on making good use of people with outstanding qualities and abilities, including: Being given a salary increase of one level; receiving bonuses decided by the head of the agency, organization, or unit within a maximum of 50% of the bonus fund of the agency, organization, or unit; receiving attention, priority in planning, training, fostering, and placement in leadership and management positions, including those above a certain level; enjoying policies to attract and make good use of talented people to work in state agencies and public service units if they meet sufficient standards and conditions.

Policy 7 on training and improving the qualifications of cadres and civil servants after reorganization.

Policy 8 on policies and regimes for subjects belonging to the armed forces in the process of implementing organizational restructuring as for cadres, civil servants, public employees and contract workers in state agencies.
