Promoting the vanguard spirit of Nam Dinh youth in digital transformation

Digital transformation (DX) is an inevitable technological development trend, a revolution that creates profound changes in management, production and social communication methods. For Nam Dinh, a land with a tradition of culture and love of learning, a spirit of innovation and aspiration to rise up, DX is a great opportunity for rapid and sustainable development, keeping up with the flow of the times. In that process, Nam Dinh youth with their courage, intelligence, pioneering spirit and creativity are the pioneering force in bringing digital technology closer to the people of localities in the province, spreading the spirit of innovation and adaptation throughout society.

Conversion from within the Youth Union

Implementing Resolution No. 09-NQ/TU dated October 15, 2021 of the Provincial Party Committee, term XX, on digital transformation in Nam Dinh province to 2025, with a vision to 2030, and most recently Resolution No. 57-NQ/TW of the Politburo on "Breakthrough in science, technology, innovation and national digital transformation", the Provincial Youth Union has been concretizing it with many specific and effective models and activities, affirming the "locomotive" role of youth in the digital age.

The Provincial Youth Union clearly identifies the pioneering responsibility of the youth, and wants to spread the spirit of digital transformation to the whole society. First of all, it is necessary to promote digitalization in the activities of the Youth Union. Therefore, the entire system of documents (except for confidential, top secret, and secret documents) of the Youth Union at all levels are sent and processed on the electronic document management and operation system; conferences and meetings are organized online, saving costs and time while still ensuring quality. The software for managing the professional work of union members and the application "Vietnamese Youth" are deployed synchronously to union members in the province with an installation rate of 100%. To concretize the guiding ideology and tasks of the action program to implement Resolution No. 57-NQ/TW of the Politburo, the Nam Dinh Provincial Youth Union is honored to become one of the four leading units nationwide, actively implementing the pilot model of electronic membership books and cards integrating the "Vietnamese Youth" application and the Youth Union Management Software with a rate of 100% electronic membership books and cards. The system of 255 Facebook fanpages and zalo groups of the Union and Association at the grassroots level is not only an effective communication channel for movement activities, Union activities, good models, advanced examples, current news in the country and localities... but also a tool to spread official information, refuting the distorted arguments of hostile forces in cyberspace. Thanks to the dynamism of union members, social networking platforms have become fast and effective information "transit stations", contributing to raising the digital awareness of the community.

Community shock and the "Digital literacy" movement

Implementing the Coordination Plan No. 1246/KHPH-CAT-ĐTN-HPN dated March 28, 2023 between the Provincial Police, the Provincial Youth Union and the Provincial Women's Union on promoting the vanguard role of the Ho Chi Minh Communist Youth Union, the Women's Union coordinated with the Police forces at all levels in deploying mobilization, propaganda, guidance on installation and activation of electronic identification accounts, serving the national digital transformation in the province in 2023. In just nearly 3 months of implementation, the Youth Union at all levels mobilized over 10,000 union members and young people to participate in supporting people to activate their VNeID electronic identification accounts. With the motto "Where there are people, there is the Union", in addition to establishing mobile support points in villages, markets, and residential areas; Many union members and young people directly went to people's homes to guide operations on smart devices, explain the benefits and security methods of electronic identification, contributing to putting Nam Dinh in the group of leading provinces nationwide in terms of VneID activation rate.

Promoting the results achieved in the coordination work between the Police - Youth - Women's forces, with the requirement of "Clear people, clear work, clear responsibilities, clear completion time", on June 5, 2024, the 3 units continued to sign a coordination plan to deploy instructions for citizens to use online public services in the province. Community digital transformation teams with members including the Police force, Youth Union members, Women's Union members at all 3 levels from the province to the grassroots organized a peak propaganda campaign on Monday and Thursday every week, guiding people to use online public services at citizen reception points, crowded places such as hospitals, schools, post offices, notary offices, markets, shopping centers, public administrative service centers. Thereby, people are guided to use online public services, practice cashless payments, apply digital signatures in electronic transactions... By July 2024, the whole province will reach 100% of households with members proficient in using online public services and all eligible citizens have registered and activated electronic identification accounts.

Responding to the "Digital Education for All" movement launched by the Central Committee of the Vietnam Youth Union, the Provincial Youth Union has deployed it to all district, city and affiliated Youth Unions, thereby promoting the role of the youth force in supporting the improvement of digital capacity and the ability to use digital devices and applications for people. After 2 months of implementation, the whole province has established 65 "Digital Education for All" teams with 613 members participating, organizing 153 activities to disseminate digital knowledge to over 62,000 people. The movement is not only aimed at the elderly, housewives or manual laborers, but also focuses on supporting disabled youth in using artificial intelligence (AI) tools such as ChatGPT, Copilot, expanding access to new knowledge in the digital environment. Through the "Digital Literacy for All" movement, digital technology knowledge has gradually become a new "life capital" for the community, helping people no longer stand on the sidelines of the digital revolution, but become an active part in the digital transformation process.

In the coming time, the Provincial Youth Union will continue to promote the vanguard spirit of the youth, step up propaganda work, popularize digital skills, especially network information security skills. Improve the quality of the Youth Union staff, promote the proactive role of young people on digital forums, in producing digital content with youth identity. Continue to improve and effectively maintain community digital transformation teams, taking young people as the core in popularizing technology to every village and hamlet. Synchronously deploy the Youth Union member database on the digital platform, organize training courses on skills of analysis, forecasting and handling information crises in the digital age.

Digital transformation is a long-term journey that requires the right awareness, strong tools and real participation. In this journey, young people are not only beneficiaries of the results but must also be creators of reality. As a land of learning, Nam Dinh has a young generation with “enough aspirations, enough capacity and enough responsibility” to become the core force accompanying the Party Committee, government and people of the province to rise strongly in the digital age.
