Building cultural life in Hiep Duc

After 25 years of implementing the movement "All people unite to build a cultural life" (2000 - 2025) and 10 years of building a cultural nation (2015 - 2025), the appearance of the countryside and the lives of people in Hiep Duc district have constantly changed and improved.

The People's Committee of Hiep Duc district has just awarded 6 collectives and 11 outstanding individuals at the conference summarizing 25 years of implementing the movement "All people unite to build a cultural life", and at the same time commended 6 clans and 11 individuals who have contributed to building a cultural clan.

People's lives improve

Tan Thuan Village (Que Tan Commune) was recognized as a Cultural Village in 1998 and has maintained this title for the past 26 years. Mr. Phan Khanh Vuong - Head of Tan Thuan Village said that the village has 503 households living in 6 solidarity groups.

Over the past 25 years, the movement “All people unite to build a cultural life” has been responded to by the people and achieved many outstanding results. Through the movement, cultural values ​​bearing national identity have been preserved and promoted. In the village, many typical examples of progress have appeared in studying, working, and production.

“Promoting the spirit of solidarity, mutual love, helping each other to develop the economy , the people's lives and incomes are stable; the number of well-off and rich households increases, the rate of poor and near-poor households according to the new standards is the lowest in the commune.

The Steering Committee of the movement "All people unite to build a cultural life" in Hiep Duc district said: Over the past 25 years, the economic situation in the district has grown significantly. As of December 2024, the whole district no longer has dilapidated houses, the average income per capita reached 51.5 million VND. The poverty rate in the district has decreased to 4.35% (536 poor households). The infrastructure system is increasingly invested in synchronously.

If in 2000, the village had 9.7% poor households, by 2024 there will be only 5 households, accounting for 0.99%. Average income per capita reached nearly 55 million VND. The rate of people participating in health insurance reached 97%; households using clean water with guaranteed hygiene reached 100%..." - Mr. Vuong shared.

Ms. Huynh Thi Que - Vice Chairman of Que Tan Commune People's Committee said that in 2024, Que Tan commune was established on the basis of merging Hiep Thuan and Hiep Hoa communes. Up to now, the commune has 100% of villages achieving the title of Cultural Village, of which many villages have achieved and maintained the title continuously for 15 years or more, including Tan Thuan village which has achieved 26 consecutive years.

Worthy of cultural title

In Hiep Duc, over the past 10 years, the movement to build a "Cultural Clan" associated with the movement "All people unite to build a cultural life" has achieved many results.

By the end of 2024, the entire district had 49 ethnic groups that had launched the movement to build Cultural Ethnic Groups, of which 37 ethnic groups were recognized as Cultural Ethnic Groups (75.51%). Typical in this movement are the ethnic groups Nguyen Mau, Ho Van, Phan Tan, Le Tan, etc.

Mr. Le Tan Nhi - Head of Le Tan clan (Nhat Dong village, Binh Lam commune) said that, inheriting and promoting the tradition of drinking water and remembering its source, in recent years, the Le Tan clan council has always been united, gradually innovating methods and management methods, mobilizing members to be responsible for the clan, family and society. In the clan, there are no lawbreakers; no makeshift houses, no poor households; 100% of families are cultural families.

“Every year, on the first day of the traditional Lunar New Year, the family organizes a meeting with their descendants to offer incense to their ancestors and at the same time commend and reward their children for their excellent academic achievements. The total amount of rewards in the last 3 years is about 100 million VND, which partly motivates the children to strive to study, especially, not letting them drop out of school because of their family's economic difficulties,” Mr. Nhi shared.

With the achieved results, the Le Tan clan was awarded a Certificate of Merit by the Vietnam Fatherland Front Committee of the province for its achievements in building a cultural clan in the period 2015 - 2020.

The Steering Committee of the movement "All people unite to build a cultural life" in Hiep Duc district said that by 2024, the rate of cultural families in the district will reach 95.64% (an increase of 30.02% compared to 2000); 46/46 villages and wards will achieve the title of cultural (of which 18 villages and wards have achieved the title for 10 years or more).

In addition, cultural and sports facilities throughout the district have been invested to meet the needs of people for meetings, activities and enjoyment of culture and sports. Up to now, the district has 34 village gates, 62 volleyball courts, 22 badminton courts, 20 football fields; 10/10 communes and towns have standard cultural and sports centers; 46/46 villages and residential blocks have cultural houses, sports areas, etc.

Mr. Hoang Van Hung - Vice Chairman of Hiep Duc District People's Committee said: "The movement of the whole people uniting to build a cultural life has made culture truly become a goal and a driving force for development. The positive impacts can be clearly seen through the new rural appearance in each residential area, the economic life of each household has been improved, and the essential conditions of the people have been better met."

Hiep Duc District People's Council passed many important resolutions

At the 25th Session recently held, the People's Council of Hiep Duc district (term VIII) passed resolutions on the settlement of state budget revenue and expenditure in 2024; on adjusting the medium-term public investment plan for the period 2021 - 2025 and the public investment plan for 2025; on adjusting and supplementing the medium-term public investment plan for the period 2021 - 2025 to implement the socio-economic development target program for ethnic minority and mountainous areas of Hiep Duc district; adjusting land use planning to 2030...

Notably, the District People's Council agreed to reduce 8 billion VND not to invest in 5 projects in the medium-term public investment plan for the period 2021 - 2025 due to the arrangement of commune-level administrative units, not organizing at the district level; agreed to add nearly 900 million VND to adjust the capital structure in the medium-term public investment plan for the period 2021 - 2025 of a number of projects. At the same time, the district budget capital was supplemented by more than 7.1 billion VND to arrange enough counterpart capital for the district budget to implement the National Target Program on New Rural Construction for the period 2021 - 2025 and to implement the Project on solidifying the system of roads and rural traffic in the district; adjusted the public investment capital plan for 2025 by 3.8 billion VND... Hiep Duc district leaders inspect temporary housing demolition work

Secretary of Hiep Duc District Party Committee - Pham Thi Thanh has just inspected the actual work of removing temporary houses in Phuoc Tra commune. According to the report, Phuoc Tra commune has 24 households approved for support to remove temporary houses (including 23 newly built houses and 1 repaired house), with a total allocated budget of more than 1.4 billion VND. As of June 2, 8 houses have started construction, 14 houses are preparing the ground, pouring materials have started construction, 3 houses are expected to start construction in June. Up to now, 17 households have registered to borrow capital to remove temporary houses with a total loan amount of 650 million VND.

At the working session after the site inspection, comrade Pham Thi Thanh acknowledged and highly appreciated the results that the locality has achieved. At the same time, she requested local leaders to have appropriate solutions to speed up the progress, paying attention to classifying according to the actual conditions of each household to have appropriate support such as accessing loan sources, mobilizing labor, materials, etc.

It is known that in the period of 2023 - 2025, the total number of households approved for support to remove temporary and dilapidated houses in Hiep Duc district is 63 households for new construction and 30 households for repair, with a total cost of 4.68 billion VND. To date, 51 houses have been completed and 33 houses are under construction. The district strives to complete the remaining 9 houses in August 2025. (TAM DAN - GIA PHUC)
