The Government Office has just issued Official Dispatch No. 2404/VPCP-CN to the Minister of Construction; Minister of Finance and Chairman of the People's Committee of Ha Giang province to convey the direction of Deputy Prime Minister Tran Hong Ha on the investment plan for the Tuyen Quang - Ha Giang Expressway Project (phase 2), the section from Tan Quang to Thanh Thuy international border gate proposed by the People's Committee of Ha Giang province.
Specifically, the Deputy Prime Minister assigned the Ministry of Construction to preside over, coordinate with the Ministry of Finance and relevant agencies, synthesize and study the proposal of the People's Committee of Ha Giang province, report and propose to the Prime Minister for consideration and decision before March 31, 2025.
Previously, in early March 2025, the People's Committee of Ha Giang province sent a document requesting the Prime Minister, the Ministry of Construction, and the Ministry of Finance to consider the investment policy for the Tuyen Quang - Ha Giang Expressway Project (phase 2), the section from Tan Quang to Thanh Thuy international border gate, Ha Giang province, and include the project in the medium-term public investment plan for the period 2026 - 2030 for early implementation; in which, in 2025, priority will be given to supporting Ha Giang province with 2,000 billion VND to carry out compensation, site clearance, and resettlement.
The project has a total route length of about 58.5 km with the starting point at Km27+480, Tan Quang commune, Bac Quang district, Ha Giang province, adjacent to the end point of Tuyen Quang - Ha Giang Expressway Project (phase 1) passing through Vi Xuyen district and Ha Giang city; the end point is at Thanh Thuy international border gate area, Ha Giang province (about Km307+500 National Highway 2).
The route is designed with class 100 highway standards, design speed 100 km/h, sections passing through difficult terrain are designed with class 80, design speed 80 km/h,
It is estimated that the total investment of the Tuyen Quang - Ha Giang Expressway Project (Phase 2), from Tan Quang to Thanh Thuy international border gate, is 14,852 billion VND, invested by public investment capital. The People's Committee of Ha Giang province plans to carry out investment preparation, compensation, site clearance and resettlement from 2025-2026; start construction and construction from 2026; complete, put into use and exploitation in 2028.
The project has a planned cross-section of 4 lanes, a roadbed width of 25.25 m, a road surface width of 15 m, and is expected to design 4 intersections to connect with administrative centers, industrial parks, and cross-roads to form a reasonable traffic network to help develop the areas the route passes through.
It is known that the Tuyen Quang - Ha Giang Expressway Project (phase 1) has been implemented according to Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program.
In phase 1 of the new project, a 118 km long expressway was invested, of which the expressway section in Ha Giang province is 27.48 km long (the starting point is adjacent to Tuyen Quang province; the end point is in Tan Quang commune, Bac Quang district, Ha Giang province).
The project was assigned by the Prime Minister to the People's Committee of Ha Giang province as the project management agency and is currently under construction with an output value of 1,185/2,316 billion VND, reaching 51% of the contract value. The People's Committee of Ha Giang province is actively striving to accelerate the project's completion progress according to the Government's direction to complete it in 2025.
According to the People's Committee of Ha Giang province, the Tuyen Quang - Ha Giang expressway (phase 2), the Tan Quang section to Thanh Thuy border gate economic zone, Ha Giang province, will be invested in and built to promote the effectiveness of the Tuyen Quang - Ha Giang expressway (phase 1) to help connect Thanh Thuy international border gate, Ha Giang province with the expressways: Tuyen Quang - Phu Tho, Noi Bai - Lao Cai, creating an economic development corridor, connecting Ha Giang with the Red River Delta, the capital Hanoi and the northern seaport.
The project also contributes to supporting socio-economic development associated with ensuring national defense and security and moving towards comprehensive cooperation between Vietnam and China, because China has currently invested in a highway to Thanh Thuy international border gate.
