Transportation is the 'key' for Lai Chau to develop and grow

Attending the conference to announce the Lai Chau Provincial Planning for the period 2021 - 2030, with a vision to 2050, on the morning of January 23, Deputy Prime Minister Tran Hong Ha believed that Lai Chau will enter a new development stage; soon achieve the goal of green, fast, sustainable and comprehensive development; become a medium-developed province in the northern midland and mountainous region by 2030.

This is a very important event, right on the year Lai Chau celebrates the 115th anniversary of the founding of the province (1909 - 2024), the 75th anniversary of the founding of the Provincial Party Committee (1949 - 2024) and the 20th anniversary of the separation and establishment of the province (January 1, 2004 - January 1, 2024). The planning will create new momentum and influence for Lai Chau to enter a new stage of development.

Preserve and firmly protect the country's fences

Lai Chau is a border area, a fence of the Fatherland with 265 km of border. The province has rich and diverse land and mineral resources, a cool climate all year round, great potential for hydropower and beautiful, wild and majestic natural scenery of cloud-covered mountain peaks, waterfalls hidden in primeval forests.

These are advantages for developing green economic sectors such as tourism, ecological agricultural production, forestry economic development and carbon credit production.

In particular, Lai Chau's most valuable assets are its revolutionary heroic tradition, love for homeland and country, and the unique and diverse cultural identity of its 20 ethnic groups.

Overcoming many difficulties, from a poor, underdeveloped province since its separation on January 1, 2004, Lai Chau has promoted its own advantages to develop, creating comprehensive changes in the fields of economy, society, ensuring national defense, security, building the Party and the political system; the material and spiritual life of the people has gradually improved.

The average economic growth rate in 20 years reached about 9.7%/year; budget revenue in the area increased over 70 times; average income per capita increased 21 times compared to 2004.

Economic sectors: agriculture, industry, trade and services have gradually developed on the basis of effectively exploiting the potentials and advantages of the province. Culture and society have made long and steady strides. The lives of people of all ethnic groups have been improved. National defense and security have been strengthened, the national defense posture associated with the people's security posture has been firmly built, national border sovereignty has been firmly maintained...

Lai Chau province is proud and honored to be recognized by the Party and State, awarded the title of Hero of the People's Armed Forces, the Ho Chi Minh Medal and many other noble awards.

On behalf of the Government and Prime Minister, Deputy Prime Minister Tran Hong Ha acknowledged, highly appreciated and warmly commended the outstanding achievements that the Party Committee, government, army and people of Lai Chau province have achieved over the past period.

“The people of the whole country thank the ethnic people of Lai Chau province for preserving and firmly protecting the country's fence; protecting the forest, protecting the green roof, the natural lung, and the water source for the provinces in the Red River Delta region,” said the Deputy Prime Minister.

Strive for GRDP growth of about 9-11%/year

According to the Deputy Prime Minister, Lai Chau does not have many comparative advantages compared to other localities. The biggest difficulty for Lai Chau is the remote areas, fragmented terrain, and lack of intra-regional and inter-regional transport systems. “It is necessary to evaluate and review Lai Chau’s potential, advantages, and strategic position to make appropriate and timely investments,” the Deputy Prime Minister said.

Lai Chau province planning with a philosophy based on different potentials, aims at the goal of harmonious and reasonable development between urban and rural areas; between economic development and ecological conservation areas for green, fast and sustainable development; firmly protecting national border sovereignty and, most importantly, bringing a happy life to the people.

The planning will open up new opportunities and development spaces and create new momentum for Lai Chau province to develop rapidly with a focus on harmonious development, linked to natural, ecological and sustainable conditions.

“Lai Chau needs to consider and link with the Regional Planning to see the regional development orientation, investment resources, intra-regional connection axes, economic corridors, and regional driving forces to create resonance and spread in development,” said the Deputy Prime Minister.

Lai Chau strives for a GRDP growth rate of about 9-11% in the 2021-2030 period. The average gross domestic product per capita reaches 116.6 million VND/person/year. The urbanization rate reaches 40%.

Vision to 2050, Lai Chau is a green, sustainable, civilized province, rich in cultural identity, comprehensive development; rural infrastructure is modernized, meeting all the criteria of new rural areas. Firmly protect national border sovereignty, maintain political security, ensure social order and safety. Strive to make Lai Chau a province with an economy and society above the national average.

Urban development to increase the size of the economy

Sharing some thoughts on implementing Lai Chau Provincial Planning in the coming time, the Deputy Prime Minister emphasized that the Provincial Planning is only strategic in nature. The province needs to review and establish detailed plans to determine development space as well as put them in a relationship and thinking of connecting with the planning of the Northern midland and mountainous region, as well as with other regions so that Lai Chau can continue and take advantage of development.

Regarding the orientation of urban and rural network development, the Deputy Prime Minister said that the development of urban areas, industrial zones, and large-scale agricultural areas in Lai Chau is very difficult, requiring finding the unique characteristics and values of valleys, high mountain peaks, and primeval forests, honoring the man-made values "hidden" in the beautiful and majestic nature.

“Lai Chau must closely coordinate with the Ministry of Construction in the process of planning the urban and rural system of Vietnam to divide urban and rural spaces in the area. At the same time, closely follow Resolution 06-NQ/TW of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam until 2030, with a vision to 2045. Accordingly, developing central, dynamic and satellite urban areas with separate functions such as the process of transforming the agricultural structure into trade, services and industry.

“The idea of developing Lai Chau’s mountain town is to increase the scale of the economy, transform the structure of economic sectors; preserve the green nature, water resources, protect the border area… based on the terrain, natural landscape, and promote the economic advantages of the border gate,” said the Deputy Prime Minister.

Emphasizing that transportation is the key to Lai Chau's development, the Deputy Prime Minister "ordered" Lai Chau to discuss and coordinate with central and local ministries, branches and localities to prioritize the development of a number of inter-provincial, intra-regional and inter-regional connecting routes and traffic works such as the Northwest Expressway and Lai Chau airport to act as a driving force for the whole region. From there, "awaken" the potential of climate, soil, terrain, culture, natural landscapes... to attract investors to develop organic, ecological and medicinal agriculture; eco-tourism, culture, agriculture and forestry.

With potential reserves of rare earths for the semiconductor and energy battery industries, the Deputy Prime Minister suggested that Lai Chau manage them well, avoid arbitrary exploitation and raw exports, and instead invest systematically and strategically in the mining and deep processing industry, combined with transportation routes and logistics infrastructure to increase value.

“Lai Chau must preserve forests to preserve water resources, hydropower, to develop agriculture, medicinal herbs, tourism, forest services, and carbon credits,” said the Deputy Prime Minister, and suggested that Lai Chau pay attention to training human resources for high-tech and ecological agriculture; tourism; management, exploitation, and processing of rare earths.

The Deputy Prime Minister emphasized that developing Lai Chau in particular and the entire northern midland and mountainous region, shortening the gap with lowland localities is not only the task of the locality, but also the responsibility of the Party, State, ministries, branches, agencies and each of us.

“With the special attention of the Central Government, the determination, solidarity, dynamism and creativity of the Party Committee and the Government, and the people's desire to rise up, Lai Chau province will enter a new stage of development; soon achieve the goal of green, fast, sustainable and comprehensive development, firmly maintaining the Fatherland's fence,” said the Deputy Prime Minister.
