Limit acts of encroachment on relics

A few years ago, during a visit to Ninh Phu commune (Ninh Hoa town), we were surprised by the way a communal house over 220 years old was "renovated". Looking at the lime walls covered with shiny ceramic tiles, the statues painted with fresh industrial paint... made us wonder. Of course, the authorities then promptly intervened to correct the restoration of the communal house according to regulations. However, it also partly shows that if we are lax and negligent in the restoration and embellishment of historical and cultural relics, it is easy to lead to acts that damage the inherent beauty of the relic. In reality, here and there we still see acts such as: Writing and drawing graffiti on the relic; encroaching on the relic's premises; using the relic's space for purposes not in accordance with regulations; the theft of worship objects and precious artifacts of the relic... still occurs from time to time, causing bad public opinion. According to the Ministry of Culture, Sports and Tourism, through monitoring the reality, the unit found that besides the fact that many provinces and cities across the country have done a good job of protecting and promoting the value of relics, there are still phenomena of restoration, embellishment, and construction of works to promote the value of relics that are not in accordance with the provisions of law; not in accordance with the appraisal content of specialized agencies and the Ministry of Culture, Sports and Tourism, affecting the value of relics, creating negative public opinion in society about the work of relic management and activities of preserving, restoring and rehabilitating relics.

The special national relic Po Nagar Tower is strictly managed and its value is effectively promoted in tourism activities.

A good thing for Khanh Hoa province is that every year many relics are restored and embellished, but most of them are implemented in strict order and procedures. Therefore, cases like the communal house in Ninh Phu commune are rare. According to the report of the Provincial Monuments Conservation Center, from the end of April and the first half of May 2025, the unit surveyed the restoration of Hoi Phuoc communal house; reported on the technical and economic restoration of Danh Thanh communal house; prepared a dossier to rank Suoi Tien scenic spot (Dien Khanh district); surveyed and restored Hoi Dong Temple relic (Ninh Hoa town); coordinated to complete the dossier to request the transfer of public assets of the Dong Bo Base Reconstruction Project (Nha Trang city); provided instructions on the restoration and reconstruction of Son Dung communal house (Van Ninh district); conducted VN-2000 coordinate map measurements to adjust the zoning of protected areas of classified relics in Nha Trang city and Nha Trang city. Cam Ranh according to the current situation; complete the scientific dossier of Mui Doi - Hon Doi (Hon Dau) Scenic Area according to the opinion of the Ministry of Culture, Sports and Tourism...

Regular, continuous attention

In the directive document, the Provincial People's Committee requested the People's Committees of localities to further strengthen their roles and responsibilities in managing, protecting, promoting the value of relics and activities of preserving, renovating and restoring relics; strictly control the process of inventorying and classifying new relics, closely linking with the program and plan for restoration, embellishment and promotion of relic values. Organize widespread propaganda about the meaning and value of relics, reasons for preserving, renovating and restoring relics and publicize the content of relic restoration projects before implementation so that people know... The Provincial People's Committee also requested the Department of Finance, the Department of Construction to coordinate with the Department of Culture, Sports and Tourism; the People's Committees of localities to implement regulations on preserving, renovating and restoring relics according to the provisions of the Law on Cultural Heritage. Properly implement the project appraisal contents, economic-technical reports, and construction drawing designs for relic restoration that have been agreed upon and commented upon by the Ministry of Culture, Sports and Tourism and its competent agencies, to ensure the protection and preservation of the original elements that create the value of the relic...

According to Mr. Nguyen Van Nhuan - Director of the Department of Culture, Sports and Tourism, implementing the direction of the Provincial People's Committee, the Department will coordinate with press and media agencies in the province to strengthen propaganda, dissemination of laws, raise awareness and compliance with laws on cultural heritage. Based on the guidance of the Ministry of Culture, Sports and Tourism to advise the Provincial People's Committee to issue documents on management, protection and promotion of cultural heritage values ​​in the area to be included in the inventory lists, ranked, registered, recognized in national lists, UNESCO lists and lists in the province.

Currently, the province has 1 special national relic; 16 national relics and scenic spots; 182 provincial relics and scenic spots; and dozens of relics and scenic spots in the inventory list (relics and scenic spots that have not been ranked). This is a great cultural resource, but also poses requirements for the management and protection of relics and scenic spots for functional agencies, local authorities and communities.
