To ensure the campaign is organized safely and effectively, the Ministry of Health requests that the Health Departments of provinces and centrally run cities, units and localities receiving vitamin A before June 1 will organize the campaign on June 1 and 2; the remaining provinces and cities will launch the campaign immediately after receiving vitamin A. This campaign will supplement high doses of vitamin A for children from 6 months to under 60 months old in 31 provinces where the rate of child malnutrition is still high; supplement high doses of vitamin A for children from 6 months to under 36 months old in the remaining 32 provinces and cities; and deworm children from 24 to under 60 months old in 22 disadvantaged provinces.

The Ministry of Health assigned the Institute of Nutrition to be responsible for ensuring sufficient amounts of vitamin A for provinces and cities; developing plans and providing professional guidance for provinces and cities to implement the campaign. The Central Institute of Malaria - Parasitology - Entomology is responsible for ensuring sufficient amounts of deworming medicine. The institutes: Pasteur Nha Trang, Hygiene and Epidemiology of the Central Highlands, Public Health of Ho Chi Minh City coordinate with relevant institutes and units to provide professional guidance and technical support to provinces and cities under their management. The Department of Health of provinces and cities directs relevant units to implement the campaign to ensure safety and effectiveness. At the same time, promote propaganda, integrate prevention and control of micronutrient deficiency into healtheducation and communication activities.
