Immediately after receiving the task, as the standing agency of the Provincial Disaster Prevention and Control Command, the Provincial Exercise Organizing Committee, the Provincial Military Command actively coordinated with relevant agencies and localities to strengthen propaganda and education for the forces participating in the exercise and the people to understand the importance of the Disaster Prevention and Control and the task of this exercise. Thereby creating unity in awareness and action of the forces in the exercise, raising awareness and responsibility of the entire population in proactively responding to emergency situations of natural disasters, epidemics, chemical incidents, collapse of works, dykes, and dams.
Under the direction and management of the Military Region 2 Exercise Steering Committee and the Provincial Party Committee and the Provincial People's Committee, in carrying out the exercise tasks, the relevant departments, branches, sectors and localities have actively done a good job of preparation. Based on the exercise plan of the Provincial People's Committee and the guidance of the Military Region 2 General Staff, the Provincial Military Command has advised the Provincial Party Committee to direct departments, branches, sectors and socio-political organizations to develop plans to ensure the PTDS of each sector in the exercise in accordance with the intention of the Military Region 2 Exercise Steering Committee; fully develop the real-life exercise scenario and exercise answers for each conference to operate the mechanism. At the same time, carefully prepare the training ground, conference hall and other necessary conditions to ensure the stages of the exercise.
The drill situation was caused by heavy rain lasting for many days combined with storm circulation in the northern provinces, causing the water level on the riverbanks of the Red River and Thai Binh River systems to rise rapidly, exceeding the level 3 warning; the water level in the lakes exceeded the allowable level. In the lower reaches of the Red River, the water level was above the level 3 warning, the water on the Red River, Lo River, Pho Day River, and Ca Lo River rose, combined with heavy rain causing serious flooding in some communes in Vinh Tuong, Yen Lac, Binh Xuyen, Tam Dao districts, and Vinh Yen city.
In Tam Dao district, prolonged heavy rains accompanied by strong gusts of wind caused many trees to fall, some areas were flooded locally such as Ban Long village, Xa Huong village, Con Trau mountain area, landslides of about 1,000 m3 of soil, rocks and many large trees buried some houses in the area around the foot of the mountain; the phenomenon of extrusion and bubbling at Ban Long dam appeared more and more, especially Ban Long lake, the water level rose above the design level, water leakage appeared at the dam body, the risk of dam failure, greatly affecting the downstream area. The situation required the Party committee, government, and sectors from the province, district to the grassroots to direct the response and overcome the incident.
The drill on disaster prevention and response to dykes, dams, reservoirs, and search and rescue in the province took place in many areas, mobilizing many components, forces, and means to participate, but was conducted in a short time, with high requirements. The difficulty is that the province has no experience in organizing drills of this content and no other province has done it before to learn and gain experience. On the other hand, the time of organizing the drill was hot and sunny, the water level in the reservoirs was limited, causing difficulties in creating fake, preparing, and practicing the drill.
Therefore, to successfully complete the exercise tasks and achieve the set goals and requirements, the Provincial Military Command has closely coordinated with the professional departments of the Provincial Police and the forces participating in the exercise, coordinated and coordinated in the exercise to unify the preparation content and practice each segment of the exercise.
During the preparation and organization of the exercise, timely corrections and lessons learned were made in the direction of “correcting mistakes”, focusing on ensuring the safety of people and vehicles. The Provincial Exercise Organizing Committee directed specialized agencies to apply information technology in the exercise content, especially the explanation of the incident response practice scenario to ensure that the exercise content is rich, easy for visitors to visualize and close to reality.
After a period of preparation and active practice, the exercise has basically been completed. The forces participating in the exercise from the province, district, commune and the coordinated forces of Military Region 2 including Division 304, Military School of Military Region 2, Brigade 543, Brigade 604, Military Hospital 109 have mastered the exercise plan, specific actions of each unit and individual in the scenes and situations and are ready to successfully organize the exercise.
Through the exercise, the Party Committee aims to improve the level and leadership and direction capacity of the Party Committee; the management and operation of the government in the work of disaster prevention, control and search and rescue. At the same time, it checks and evaluates the work of consulting, planning, commanding and operating the ability to mobilize local resources according to the motto "4 on-site".
On that basis, supplement and adjust plans and options to be realistic and effective, in line with the Law on Disaster Prevention and Control. The drill is also an important opportunity for local Party committees, authorities, armed forces and people to continue to promote their readiness to respond to emergency situations of natural disasters and catastrophes that may occur, and to carry out disaster prevention and control work well in conjunction with building a solid defense zone.
