Creating a legal corridor, positively impacting learners and the labor market

The Ministry of Education and Training (MOET) has just announced the draft Decree of the Government detailing career guidance and streaming in education on the Ministry's electronic information portal to collect public comments. This is an important legal document to concretize the 2019 Education Law and implement Directive No. 29-CT/TW of the Politburo on promoting streaming of students in general education until 2030.

According to the Ministry of Education and Training , the Decree was issued with a dual goal: to both create a solid legal corridor for career guidance and streaming, and to change social awareness of the value of vocational education, promoting career choice based on capacity, interests and social needs; demonstrating the comprehensiveness and importance of career guidance and streaming in the new development stage of the country.

The draft Decree aims to build a synchronous and feasible legal framework, detailing the principles, contents, measures and conditions to ensure the implementation of career guidance and streaming ineducation . This helps improve the quality of career guidance and streaming, creating conditions for students to choose a study path and career that suits their abilities, strengths and personal aspirations. At the same time, it will solve the imbalance between labor supply and demand, contributing to improving national competitiveness in the context of digital transformation and international integration.

According to the draft Decree, consisting of 5 chapters and 14 articles, it comprehensively covers all aspects of career guidance and streaming. Regarding the principles of career guidance and streaming, the draft Decree stipulates 4 principles to ensure harmony between students' aspirations and human resource development needs, including: ensuring harmony between students' aspirations and abilities with socio-economic development trends; ensuring the right to career orientation and respect for students' choice of study and career direction; ensuring systematicity and continuity; ensuring close coordination between schools, families and society.

Accordingly, the draft Decree stipulates the content of career guidance in education, including: educating awareness about study and career paths; providing information about occupations, labor market trends and human resource needs of society; assessing students' abilities, interests and career orientation; guiding the development of study and training plans in accordance with career orientation; developing necessary soft skills and career skills;...

With specific regulations, when approved, the draft Decree will help streamline work more effectively, contributing to reducing pressure on universities, increasing the rate of students choosing vocational education, meeting the demand for highly skilled human resources of society. In the long term, this policy will more closely link education with the actual needs of the labor market, resolve the imbalance between supply and demand, improve the quality of human resources and the competitiveness of the country.

Regarding the enrollment of high school continuing education programs, Deputy Director of the Department of Vocational Education and Continuing Education Pham Vu Quoc Binh said that the assignment of enrollment targets for high school continuing education programs is carried out based on the synthesis of needs, implementation conditions and actual inspections at units that propose to organize high school continuing education classes. According to Mr. Binh, in general, the enrollment of vocational education levels, intermediate and college enrollment has had positive changes. The work of streaming and attracting junior high school and high school graduates to study vocational education levels is increasingly popular.

Deputy Director of the Ho Chi Minh City Department of Education and Training Nguyen Hoai Nam said that the recruitment and training of vocational education and continuing education institutions in Ho Chi Minh City is focused on implementing 4 key industrial groups, 9 main service groups of the city and free labor movement sectors in the ASEAN bloc. Annually, the Department of Education and Training carries out career guidance work, and directs students after graduating from high school to all middle schools, high schools, and vocational education institutions in the city.

Deputy Minister Hoang Minh Son emphasized that vocational training institutions need to innovate their thinking and implementation methods, clearly define their mission of training and developing human resources, meet human resource needs, put learners' interests at the center, provide transparent information, and promote communication to improve the quality and effectiveness of enrollment.
