(Baothanhhoa.vn) - Thanh Hoa is emerging as a bright spot on the socio-economic development map of the country, not only thanks to its potential in industry, tourism, and agriculture, but also thanks to its strategic vision in investing in transportation infrastructure. With the goal of becoming a new growth pole in the northern region, Thanh Hoa is focusing on removing obstacles and accelerating the progress of key transportation projects to create a solid foundation for sustainable development.

Removing obstacles for major, key transportation projects.

Phase 2 of the South Song Ma Boulevard project, from the coastal road to the connection point with the "Road of Memories," spans 1.9km in Sam Son City and is currently under urgent construction.

Recognizing that transportation plays a crucial role in socio-economic development, urban expansion, and improving people's lives, the Provincial People's Committee directed relevant departments to focus on researching and implementing 23 major, key transportation projects with a total investment of VND 46,285 billion during the 2021-2025 period. However, during implementation, many projects have fallen behind schedule due to obstacles related to land clearance, funding, and investment procedures. Recognizing this, the Provincial Party Standing Committee has focused on resolving these difficulties and obstacles; members of the Provincial Party Standing Committee have personally inspected and directed each specific project. At the conference on solutions to overcome difficulties for key transportation projects (March 2025), Chairman of the Provincial People's Committee Do Minh Tuan emphasized: "We cannot achieve sustainable development without a synchronized and modern transportation system. Transportation is not only technical infrastructure but also development infrastructure."

The South Song Ma Boulevard Project, Phase 2, from the coastal road to the connecting point of the "Road of Memories," spans 1.9km and is one of the projects funded under a special mechanism from Resolution No. 7 of the Provincial Party Committee and Resolution No. 298 of the Provincial People's Council on the construction and development of Sam Son City until 2030, with a vision to 2045. This project is of significant importance, contributing to the gradual modernization of infrastructure and opening up new spaces for the development of Sam Son City – a key project to celebrate the 20th Congress of the Thanh Hoa Provincial Party Committee. The project commenced in January 2024. After a period of difficulties in land clearance and rising material costs, under the decisive direction of the Provincial People's Committee, the Central Vietnam Construction Group Joint Stock Company, the contractor, has been focusing its workforce and equipment to carry out construction, striving to complete it on schedule.

As a major enterprise in Thanh Hoa province, the Central Vietnam Construction Group Joint Stock Company is the investor and contractor for 30 projects, including key transportation projects such as: the Nga Son - Hoang Hoa coastal road project; the road project from National Highway 47 to Ho Chi Minh Highway in Tho Xuan district (phase 2); and the project to invest in and construct the main western arterial roads of the Nghi Son Economic Zone. During the implementation of these projects, the Central Vietnam Construction Group Joint Stock Company has encountered numerous difficulties and obstacles in land clearance, resulting in a lack of available land for construction.

Mr. Mai Xuan Thong, Chairman of the Central Vietnam Construction Group Joint Stock Company, stated: Besides land clearance issues, contractors and businesses undertaking transportation projects are currently facing difficulties due to material shortages; fluctuations in the prices of raw materials and fuel are affecting the financial capacity of contractors... In addition, the land clearance process is fragmented into many stages, and coordination between departments and divisions at the district level is lacking. Some officials still have a tendency to avoid dialogue and sign confirmations for fear of responsibility. In some areas, implementation is slow because local leaders have not truly considered land clearance as a priority, have not proactively resolved obstacles, and have pushed the matter to the provincial level.

The Nghi Son Economic Zone is one of the largest industrial and energy centers in the country. The Provincial People's Committee is currently investing in the construction of a transportation system connecting it to national highways, such as the nearly 20km-long road connecting the North-South Expressway and National Highway 1A to Nghi Son Port, with an investment of over 1,345 billion VND. This road plays a crucial role as a regional transportation artery and directly connects to National Highway 1 and the North-South Expressway. Upon completion, the road will shorten travel time between the western districts of the province and the Nghi Son Economic Zone, ensuring efficient transportation of goods and passengers, and creating a comprehensive transportation network connecting the North-South Expressway, the Nghi Son-Tho Xuan road, and regional routes to Tho Xuan Airport and Nghi Son Seaport.

Recognizing the transportation system as the "lifeblood of the economy," the formation of a complete transportation network, closely connecting urban areas, industrial zones, and rural areas, will create new development opportunities. From 2021 to the present, Thanh Hoa province has focused on investing in the development of provincial and inter-district transportation routes. A series of key transportation projects in the province have been delayed, prompting the Provincial Party Committee and the Provincial People's Committee to direct relevant levels, sectors, and localities to address the issues, especially land clearance and disbursement of public investment funds. Simultaneously, the Standing Committee of the District Party Committee has been required to directly supervise land clearance, with the head of each district being held responsible if progress is delayed. The Provincial People's Committee has also established a special task force to handle delayed projects, working directly with contractors and local Party committees and authorities to resolve obstacles and finalize project completion timelines.
