The Nam Song Ma Avenue project, phase 2, from the coastal road to the Memory Road connection point with a route length of 1.9km in Sam Son City is being urgently constructed.
Identifying that transportation is "one step ahead" in socio -economic development, expanding urban space, and improving people's lives, in the period of 2021-2025, the Provincial People's Committee has directed relevant sectors to focus on researching and implementing 23 major and key transportation projects with a total investment of VND 46,285 billion. However, during the implementation process, many projects have fallen behind schedule due to problems with site clearance, capital sources, and investment procedures. Realizing this, the Provincial Party Committee Standing Committee has focused on directing the removal of difficulties and obstacles; the Provincial Party Committee Standing Committee members have directly inspected and directed each specific project. At the conference to discuss solutions to remove difficulties for key transport projects (March 2025), Chairman of the Provincial People's Committee Do Minh Tuan emphasized: "We cannot develop sustainably without a synchronous and modern transport system. Transport is not only technical infrastructure but also development infrastructure."
The Nam Song Ma Avenue Project Phase 2, from the coastal road to the Memory Road connection point, has a route length of 1.9km, and is one of the projects invested in and constructed from capital sources according to the special mechanism from Resolution No. 7 of the Provincial Party Standing Committee, Resolution No. 298 of the Provincial People's Council on construction and development of Sam Son City to 2030, with a vision to 2045. This is an important project, contributing to the gradual modernization of infrastructure, opening up new space for the development of Sam Son City - a key project to welcome the 20th Thanh Hoa Provincial Party Congress. The project was started in January 2024, after a period of problems in site clearance and increased fuel costs, but with the strong direction of the Provincial People's Committee, the Central Construction Group Joint Stock Company is the contractor and has been mobilizing workers and equipment to implement the construction, striving to complete it on schedule.
As a large enterprise in Thanh Hoa province, Central Construction Group Joint Stock Company is the investor and contractor of 30 projects, including key traffic projects such as: Coastal Road Project, Nga Son - Hoang Hoa section; Traffic Road Project from National Highway 47 to Ho Chi Minh Road, Tho Xuan District (Phase 2); Investment Project to build main traffic routes in the West - Nghi Son Economic Zone. During the implementation of projects that Central Construction Group Joint Stock Company has been and is implementing, many difficulties and obstacles have arisen in site clearance work, so there is no land for construction.
Mr. Mai Xuan Thong, Chairman of the Central Construction Group Joint Stock Company, said: In addition to the land acquisition factor, contractors and enterprises implementing traffic projects are currently facing difficulties in the scarcity of materials; fluctuations in raw material prices affect the financial capacity of project contractors... In addition, the land acquisition process is divided into many stages, and coordination between departments and offices of the district is not smooth. Some officials still have an evasive mentality, are afraid of dialogue, and are afraid of signing confirmation because they are afraid of responsibility. Some places are slow to implement because local leaders have not really considered land acquisition as a key task, have not proactively removed obstacles, and have pushed the work to the province.
Nghi Son Economic Zone is one of the largest industrial and energy centers in the country. The Provincial People's Committee is currently interested in investing in building a traffic system connecting with national traffic axes, such as: The project of the road connecting the North - South Expressway and National Highway 1A to Nghi Son Port, nearly 20km long, with an investment capital of more than 1,345 billion VND. The route plays the role of an inter-regional traffic axis in the region and an external traffic route directly connecting with National Highway 1 and the North - South Expressway. After completion, the route will shorten the travel time between the western districts of the province and Nghi Son Economic Zone, ensuring the transportation of goods and passengers, creating a complete traffic network connecting the North - South Expressway, Nghi Son - Tho Xuan road and regional routes with Tho Xuan Airport and Nghi Son Seaport.
Identifying the transport system as "the blood vessels that nourish the living and developing body of the economy", the formation of a complete transport network, closely connecting urban areas, industrial parks and rural areas will create new development space. From 2021 to present, Thanh Hoa province has paid attention to investing in developing traffic routes within the province and inter-district traffic routes. A series of key traffic projects in the province that are behind schedule have been requested by the Provincial Party Committee and the Provincial People's Committee to focus on resolving, especially site clearance and disbursement of public investment capital. At the same time, the Standing Committees of the District Party Committees of localities are required to directly direct site clearance and the heads of the district level are responsible if the progress is prolonged. The Provincial People's Committee has also established a special working group to handle slow-progressing projects directly at the projects to work with contractors and local Party committees and authorities to resolve difficulties and finalize the project completion time.
