Removing difficulties in land clearance for trillion-dollar traffic project in Do Son

Land clearance not completed after more than 2 years

In order to effectively exploit the coastal road project connecting Hai Phong - Thai Binh to help promote local socio-economic development, on May 1, 2021, the People's Committee of Do Son District, Hai Phong City started the project to invest in building a road connecting from the coastal road (Km1+00) to Van Bun intersection (Coastal road connecting road project) in the area.

The project has a total length of 6.2km, passing through 3 wards of Do Son district, including: Minh Duc, Ngoc Xuyen and Van Huong. The initial total investment of the project is nearly 833 billion VND, invested by the People's Committee of Do Son district. The project implementation period is from 2019 to 2023. After adjustment, the total investment increased to more than 959 billion VND, the project implementation period lasts until the end of 2024.

The contractor organized the construction of the coastal road connecting project passing through Minh Duc ward, Do Son district, Hai Phong city on the afternoon of December 8.

According to information from the People's Committee of Do Son District, Hai Phong City, to serve the project, the locality recovered 16.76 hectares of land from 324 households and 6 organizations in 3 wards: Ngoc Xuyen, Minh Duc and Van Huong.

Because the recovered land area does not include residential land and does not require resettlement, by the end of 2021, Ngoc Xuyen Ward, Do Son District, Hai Phong City has completed the site clearance work and handed over the entire clean site to the construction unit. However, in Van Huong Ward and Minh Duc Ward, the site clearance work encountered many difficulties.

Talking to Nguoi Dua Tin , Mr. Nguyen The Anh - Chairman of Minh Duc Ward People's Committee, said that the coastal road connecting project passing through Minh Duc Ward has a total length of 1.2 km. Of which, the land of 128 households with a total area of over 6.4 hectares will be recovered.

For 63 households with agricultural land, Minh Duc ward has completed the site clearance work early. For 65 households with residential land, by December 8, only 42/63 households have received compensation and support (in 2 cases, the People's Committee of Do Son district has not yet approved the compensation and support plan).

In Van Huong ward, according to Mr. Hoang Trung Kien - Chairman of the ward People's Committee, a total of 165 households had their land recovered and had architectural works on land managed by the locality. By the afternoon of December 8, Do Son district had approved the compensation and support plan for all 165 households.

Currently, the investor has arranged compensation and support for 100 households (80 households have received money and handed over the site). There are 65 households waiting for support and compensation for site clearance. "To hand over the site soon and contribute to ensuring the project's progress, the local government is actively encouraging households to proactively dismantle the structures, hand over the site first, and receive compensation and support later," informed Mr. Hoang Trung Kien - Chairman of Van Huong Ward People's Committee.

Determined to complete site clearance by 2023

Faced with the slow site clearance work affecting the progress of the coastal road connection project in Do Son district, in mid-November 2023, the Office of the Hai Phong City People's Committee issued Document No. 330/TB-VP announcing the conclusion of Mr. Nguyen Duc Tho - Vice Chairman of the Hai Phong City People's Committee.

Accordingly, Mr. Nguyen Duc Tho - Vice Chairman of Hai Phong City People's Committee, requested Do Son District People's Committee to urgently complete the compensation, support and payment plan for all remaining households. At the same time, focus on mobilizing households that have received compensation and support to comply with the handover of land to organize the construction of the coastal road connection project.

In case the households do not agree to hand over the site, the People's Committee of Do Son District will urgently complete the enforcement dossier, consult with relevant agencies, synthesize, and propose a report to the People's Committee of Hai Phong City before December 15, 2023.

Mr. Nguyen The Anh - Chairman of Minh Duc Ward People's Committee, Do Son District, Hai Phong City, informed Nguoi Dua Tin that immediately after the conclusion of Vice Chairman of Hai Phong City People's Committee Nguyen Duc Tho, Do Son District People's Committee directed Minh Duc and Van Huong wards to focus and be determined in site clearance work.

“Up to now, the People's Committee of Do Son district has issued decisions on compulsory land recovery for 5 cases. Along with coordinating the implementation of procedures for compulsory land recovery according to regulations, the Minh Duc ward government continues to mobilize households to receive compensation, support, and hand over the site. Minh Duc ward strives to complete the site clearance work to serve the project in 2023,” informed Mr. Nguyen The Anh - Chairman of the Minh Duc ward People's Committee.

Mr. To Ba Cuong's household in Residential Group No. 4, Van Huong Ward, Do Son District, Hai Phong City voluntarily dismantled the construction on land managed by the locality to hand over the site to the construction unit on December 8.

Completing site clearance by the end of 2023 is also the goal of Van Huong ward. According to Mr. Hoang Trung Kien - Chairman of Van Huong ward People's Committee, Do Son district, Hai Phong city, Do Son district People's Committee has issued enforcement decisions for 10 households. Thanks to good propaganda and mobilization work, up to now, 6 out of these 10 households have received compensation, support and handed over the site, so there is no need to organize enforcement.

Thanks to the land, the section of the coastal road connecting project passing through Minh Duc and Ngoc Xuyen wards (both Do Son district, Hai Phong city) is currently being constructed by the contractor with machinery, equipment, and human resources to ensure progress. In Van Huong ward, there is still a situation of "rice and beans", so the construction is facing many difficulties.

Speaking with Nguoi Dua Tin, Mr. Hoang Trung Kien - Chairman of the People's Committee of Van Huong Ward, Do Son District, Hai Phong City, affirmed: "The local government is focused, determined, and resolute in clearing the land so that the coastal road connection project can "reach the finish line" in 2023.

The coastal road connection project is a very important traffic project for Do Son district in general and Van Huong ward in particular. Because, when the project is completed, it will create an East-West connection axis. Thereby, promoting trade and creating favorable traffic conditions. At the same time, it is one of the bases for competent authorities to implement planning to create urban beauty and create a strong new vitality for the locality .
