From July 1, the land fund development departments of the former district-level localities (except for the two special economic zones of Van Don and Co To) were transferred to the two investment and construction project management boards of Region I and Region II to coordinate with the localities in organizing site clearance work for public investment projects and non-budgetary investment projects. Immediately after receiving and reviewing the procedural documents, the investor immediately deployed the work tasks.
As in the project, renovating and upgrading the section of provincial road 345 connecting An Sinh ward with Bac Ninh province, one of the projects facing many difficulties because there is not enough land to organize simultaneous construction. In more than half a month of review, with the approved projects, many more households have received money with a total area of nearly 3 hectares to supplement the project land.
Mr. Le Xuan Van, Deputy Head of Project Management Department 2, Project Management Board of Region II said: For the Provincial Road 345 project, we received 166 original compensation plans from households, of which 163 plans were approved. Continuing to implement the work being implemented at the district level, on July 23, we paid money to 25 households out of a total of 83 households invited. We will continue to work with local authorities to propagate and explain to households that have not signed the plan.
Implementing the 2-level local government model, along with examining land origin and coordinating with investors to propagate and mobilize people about site clearance policies, the commune-level government is now given the additional task of appraising and approving site clearance plans previously implemented by the district level.
As in An Sinh ward, there are currently 3 projects implementing site clearance work. Although carrying out new tasks, many site clearance plans have been approved according to authority.
Mr. Nguyen Van Thang, Deputy Head of the Urban Infrastructure Economic Department of An Sinh Ward, said: When implementing the 2-level local government model, the provincial road project 345 ward received 3 files that had not yet been approved for the land acquisition and compensation plan, and we have now approved them. The provincial road project 327 received 12 files that had not yet been approved, of which 6 files were subject to adjustment. We are taking steps to submit the planning adjustment. As for the remaining 6 files, by July 23, we have also submitted the decision to approve the land acquisition and compensation plan.
Currently, 2 provincial project management boards are assigned to carry out the task of counting and applying compensation prices for land, crops, and architectural works to develop the land acquisition plan, the rest is the task of the commune level. With clear roles and tasks, most of the tasks in land acquisition work are transferred to the ward and commune levels. This is a favorable condition to speed up the progress of land acquisition, because the work of verifying the origin of land is also data to speed up the time of appraisal and approval of land acquisition plans.
