
Due to the impact of heavy rains in recent days, water from upstream has continuously poured in, causing the water level in the reservoir to rise. To ensure the safe operation of the plant and ensure safety for the downstream area, Vinh Ha Hydropower Plant has opened the reservoir's floodgates with a flow rate of more than 300m3/s. This is a normal flood discharge regulation activity according to the plant's operating procedures during the rainy season according to the plan approved by competent authorities.
Mr. Nguyen Tien Dung - Director of Vinh Ha Hydropower Plant said: When there is a change in discharge flow or sudden change in operating plan, we will immediately notify the localities.
Vinh Ha Hydropower Plant is built on the main stream of Chay River with 2 units, total installed capacity of 21MW. To ensure the safety of the reservoir and downstream works, the technical department is always on duty, monitoring the water level monitoring system into the reservoir, the water level upstream of the reservoir, combined with hydrometeorological forecast information to have appropriate regulation plans.
Vinh Ha Hydropower Plant is a hydropower plant built on the Chay River in the land of two communes, Tan Duong (now Xuan Hoa Commune) and Thuong Ha (now Thuong Ha Commune), Lao Cai Province. Vinh Ha Hydropower Plant is the 4th hydropower step on the Chay River, in the planning of medium and small hydropower plants of Lao Cai Province.

Ngoi Phat Hydropower Plant is located at the last step of the hydropower system in the Ngoi Phat stream basin, above which are many medium and small hydropower plants. Due to its location in a basin with a large slope and high risk of flash floods, ensuring the operation of Ngoi Phat Hydropower Plant during the rainy season is also of special concern.
Thanks to the application of digital technology to support operations, workers on duty proactively grasp the weather and rainfall patterns in the basin, helping to proactively deploy necessary response plans.
Mr. Pham Van Vuong - Head of Operation of Ngoi Phat Hydropower Plant said: The terrain is relatively steep, there are unusual rains and floods, often flash floods, so the plant always has to be proactive in flood and storm prevention.

In recent times, the operation of hydroelectric reservoirs, especially during the rainy and flood season, has been of interest to project investors, who have complied with the regulations of the authorities. Hydroelectric project investors have also closely coordinated with local authorities in safe flood discharge operations.
Mr. Vu Hong Quynh - Vice Chairman of Xuan Hoa Commune People's Committee said: We regularly coordinate with hydropower plants to grasp information on flood discharge operations to promptly notify the people.

Faced with the unusual developments of this year's floods, the Department of Industry and Trade has directed hydropower plants to deploy the work of protecting dams and reservoirs, and handling key vulnerable areas. Arrange forces, materials, machinery and equipment to be ready to respond and overcome incidents. Along with that, strictly implement the reservoir operation procedures approved by competent authorities; strengthen inspection of operations to ensure the safety of dams and reservoirs.

At the same time, prepare all conditions to deploy plans to ensure safety for the project and downstream areas. In particular, the communication, monitoring and warning systems in dangerous areas ensure timely warnings to the authorities and people in the affected areas, especially in emergency flood discharge situations, ensuring safety of people and property; timely information to local authorities and people before flood discharge.
