The "revolution" of streamlining the apparatus in the spirit of "running and queuing at the same time" is being urgently implemented at both the central and local levels. According to experts, General Secretary To Lam calling the streamlining of the apparatus a "revolution" not only demonstrates its importance but also emphasizes the determination needed to carry out this task. This is truly a breakthrough change, not only to improve the effectiveness of state management but also to meet the requirements of sustainable development of the country in the new period.
Organizing multi-sectoral and multi-disciplinary ministries is not a new issue.
Affirming that when implementing the organizational arrangement, the role of the leader is very important, Mr. Nguyen Duc Ha, former Head of the Party Cell Department, Central Organization Committee, said that recently, General Secretary To Lam and the Party and State leaders have shown great determination in the organizational arrangement.
"In the previous term, as Minister of Public Security, General Secretary To Lam carried out the revolution of streamlining the apparatus in the spirit of Resolution 18 very effectively and efficiently. The Central Party Committee of Public Security and the leadership of the Ministry of Public Security took the lead in perfecting the apparatus to ensure streamlining and effective and efficient operations according to the motto "A refined ministry, a strong province, a comprehensive district, and a grassroots commune", said Mr. Ha.
According to Mr. Nguyen Duc Ha, this is the right and urgent time to carry out the apparatus streamlining revolution, because Resolution 18 has been implemented for the past 7 years and has gained many valuable lessons and experiences.
Mr. Ha said that the organization of multi-sectoral and multi-sector ministries is not a new issue and has been done before. In fact, in the Government structure, there used to be the Ministry of Heavy Industry, the Ministry of Light Industry, the Ministry of Electricity and Coal, and the Ministry of Trade. After many mergers, now there is only the Ministry of Industry and Trade. Similarly, the Ministry of Agriculture and Rural Development was also formed through the merger of the following ministries: Irrigation, Forestry, Agriculture and Food Industry, Fisheries, etc.
"Therefore, we have enough theoretical and practical basis to continue researching and arranging the organization of multi-sectoral and multi-disciplinary ministries," Mr. Ha assessed.
On December 12, the Prime Minister chaired a meeting on streamlining the Government apparatus. Information at the meeting said that, to date, ministries, ministerial-level agencies, and government agencies have basically completed the planned restructuring of the apparatus.
The Steering Committee has issued a plan to guide the arrangement and streamlining of the Government's organizational apparatus. Accordingly, 8 ministries and ministerial-level agencies will be maintained; 14 ministries and ministerial-level agencies will be restructured, arranged and merged. After the arrangement, there will be 13 ministries and 4 ministerial-level agencies (a reduction of 5 ministries); 4 agencies under the Government (a reduction of 4 agencies). At the same time, at ministries and ministerial-level agencies, the number of internal organizational units will be reduced by at least 15%-20%.
Name after merger: Short, easy to remember, long lasting
"Determining the name, functions, tasks, organizational structure and staff after merging the Central Propaganda Department and the Central Mass Mobilization Department" is the name of the scientific workshop held in Hanoi on December 11.
At the workshop, delegates and scientists discussed the proposal to name the new department after the merger between the Central Propaganda Department and the Central Mass Mobilization Department. The opinions emphasized that the new name must reflect the harmonious combination of propaganda work and mass mobilization work, both inheriting tradition and being concise, easy to remember, easy to understand, and covering all propaganda work and mass mobilization work of the Central Committee in the new situation.
Also on December 11, Deputy Prime Minister Ho Duc Phoc had a meeting with two ministries: Information and Communications, Science and Technology on the arrangement and streamlining of the apparatus. At this meeting, Deputy Minister of Information and Communications Bui Hoang Phuong mentioned some contents that the two ministries are discussing: the name of the ministry, the merger of 3 public service units; and proposed that the Government soon issue reasonable policy guidelines.
Regarding the name after the merger, Deputy Prime Minister Ho Duc Phoc said that it is necessary to choose a name that is easy to remember, concise, meaningful, and has long-lasting vitality to build a brand. The functions and tasks of the two ministries are very large and will be stipulated in the decree. Do not include too much in the name because it will be long, just choose something that is a "common denominator". Suggesting the name as the Ministry of Technology and Communications, or the Ministry of Science, Technology and Communications, the Deputy Prime Minister explained that doing both technology and communications will still cover all fields.
At the meeting with the Ministry of Finance, Deputy Prime Minister Ho Duc Phoc noted that it is necessary to study the name after merging the Ministry of Finance and the Ministry of Planning and Investment. The name should include the element of “finance” because this is also an international practice. The Deputy Prime Minister suggested some names such as Ministry of Finance, Investment or Ministry of Finance, Development, suitable for the role of taking on the direction of macroeconomic advisory.
Streamlining the apparatus is not simply a matter of mechanically reducing the number of agencies or personnel, but a comprehensive restructuring, clarifying functions and tasks, and eliminating overlaps and inadequacies that have existed for many years. This helps reduce the budget burden, create smoother coordination between agencies, and improve the quality of service to people and businesses. This is a vital factor to meet social expectations in the context of Vietnam's deep integration and increasing competitive pressure.
EXPECTED NAMES OF 5 NEW MINISTRIES AFTER ARRANGEMENT AND MERGER
Ministry of Finance and Development Investment or Ministry of Economic Development
Specifically, the Ministry of Planning and Investment and the Ministry of Finance will be merged. The proposed name of the ministry after the arrangement is the Ministry of Finance and Development Investment or the Ministry of Economic Development.
Ministry of Infrastructure and Urban Affairs
Merge the Ministry of Transport and the Ministry of Construction. The proposed name of the ministry after the arrangement is the Ministry of Infrastructure and Urban Areas.
Ministry of Agriculture and Natural Resources and Environment
Merge the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development. The proposed name of the ministry after the arrangement is the Ministry of Agriculture and Natural Resources and Environment.
The merger of these two ministries will overcome some overlaps in the implementation of management tasks on water resources, river basins and biodiversity.
Ministry of Digital Transformation and Science, Technology or Ministry of Digital Transformation, Science, Technology and Information
Merge the Ministry of Information and Communications and the Ministry of Science and Technology. The proposed name of the ministry after the arrangement is the Ministry of Digital Transformation and Science, Technology or the Ministry of Digital Transformation, Science, Technology and Information.
Ministry of Internal Affairs and Labor
Merge the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Home Affairs into the Ministry of Home Affairs and Labor and transfer the state management function of vocational education to the Ministry of Education and Training, and transfer the state management function of social protection, children, and prevention and control of social evils to the Ministry of Health.
