During his visit and working trip to Ha Giang in the early days of the Lunar New Year of the Snake, General Secretary To Lam extended warm, sincere, and close feelings to the Party Committee, government, and people of all ethnic groups in the province.
These days, throughout the villages and hamlets, wherever you go, people are interested in and talking about General Secretary To Lam 's visit to Ha Giang. More specifically, the General Secretary's affection for the people of Ha Giang went beyond mere words of encouragement and warm visits, encompassing meaningful actions, close guidance, and thoughtful advice. One of the General Secretary's major concerns was healthcare for the people, ensuring that each citizen receives at least one health check-up per year from medical services; that doctors go down to the communes to be close to the people; that leaders at all levels understand the people's health situation to develop specific and appropriate care strategies; and that the commune-level healthcare system is invested in and upgraded. During his visit to the highlands of Ha Giang, the General Secretary donated a project to the Quan Ba District General Hospital to build a Department of Examination and Treatment with a total cost of 30 billion VND; the project will be completed within 120 days so that people can soon benefit from the best medical care services. Deeply moved by the General Secretary's thoughtfulness and generous gift, the Director of Quan Ba District General Hospital, Dr. Vu Van Giang, shared: “Quan Ba District General Hospital is a Grade II hospital, built in 1999. Currently, the hospital has a capacity of 130 beds, but nearly 200 are in use. Over time, some facilities have deteriorated, lacking functionality and failing to adequately meet the needs of patient examination and treatment. The General Secretary's gift is of great significance, and we will strive our best in caring for the people's health to live up to the General Secretary's expectations.”
In a cordial conversation with officials, Party members, and people of Nam Dam village, Quan Ba commune (Quan Ba district), the General Secretary emphasized: “The Party's goal is to take better care of the people's lives; coming here, I am extremely pleased and moved to see the people in their beautiful traditional costumes, waiting to welcome the Central working group with enthusiasm and sincere feelings; the people's lives have improved, the village roads and village headquarters are spacious, clean, and beautiful, and traditional culture is preserved and promoted by the people.” The General Secretary hoped that the leaders of Quan Ba district would pay special attention to the education and healthcare of the people so that all students can go to school and become future leaders building their homeland and country, and the people receive comprehensive healthcare with modern medical equipment.

During the "Ha Giang Shan Snow Tea Appreciation Space," the General Secretary paid particular attention to the tourism development investment model linked to traditional culture at the H'Mong Village Resort, the production process of Ha Giang's renowned Shan Snow tea, and the work of preserving the unique culture of the ethnic minorities.
Nguyen Thi Huyen Trang, who directly participated in preparing Shan Tuyet tea to offer to the General Secretary, was moved: “This is a great honor for me; during the process of preparing tea to offer to the General Secretary and other Party and State leaders, General Secretary To Lam was always approachable and kindly inquired about the production process of Shan Tuyet tea, about the specialty cakes of Ha Giang and the culture of the Red Dao ethnic people. The General Secretary praised the tea as very delicious, the Red Dao people's costumes as very beautiful, and advised everyone to preserve and promote them; the General Secretary's concern and affection for everyone were truly heartwarming.”
During the working session with provincial leaders, the General Secretary particularly emphasized that Ha Giang is a mountainous, border province with a particularly important position in terms of national defense, security, and foreign relations. He expressed pleasure at the socio-economic achievements Ha Giang has made in recent years, acknowledging the province's proactive, positive, and flexible approach in implementing and concretizing the Central Committee's policies and resolutions through specialized resolutions to ensure widespread implementation from the provincial level to the grassroots, as well as the spirit of solidarity, self-reliance, and resilience of the ethnic groups in the province. Concerned about the province's difficulties, the General Secretary directed central ministries and agencies to focus on helping Ha Giang overcome challenges and find solutions to ensure the province's development is on par with other localities. According to the General Secretary: Ha Giang's proposals regarding the construction of transportation infrastructure; the work of clearing bombs, mines, and unexploded ordnance combined with the search and collection of the remains of fallen soldiers; Relocating Coc Pai town in Xin Man district away from the risk of landslides are urgent recommendations that must be implemented immediately, especially the clearing and disposal of bombs, mines, and explosive materials, and the search and collection of the remains of fallen soldiers, which cannot be delayed. Over 40 years have passed, and a large area of land remains contaminated with bombs and mines. People and soldiers are still injured while farming, producing, and performing their duties, which is heartbreaking. Regarding Coc Pai town, we see the risk but fail to act, allowing floods to affect the lives and property of the people. This shows we have not fulfilled our responsibility and are at fault towards the people. Ministries and agencies should research and propose plans for the Government to consider and provide funding to enable Ha Giang to implement these projects as soon as possible.

Regarding future tasks, the General Secretary suggested that Ha Giang continue to build and strengthen the Party and political system comprehensively; prepare well for the successful organization of Party congresses at all levels; promote socio-economic development based on the local strengths in agriculture, tourism, and border trade; invest in transportation infrastructure, border gate infrastructure, develop logistics services, healthcare infrastructure, education infrastructure, and smart infrastructure; and focus on maintaining and protecting border security, public order, and social safety.
Another special aspect of the General Secretary's deep affection for Ha Giang moved everyone present in the Provincial Party Committee's main hall. Before giving his opening remarks, the General Secretary shared: Ha Giang has eight pieces of advice from President Ho Chi Minh when he visited in 1961. While offering incense before the statue of President Ho Chi Minh in the Provincial Party Committee's compound, the General Secretary carefully read the eight pieces of advice from President Ho Chi Minh to Ha Giang, and those words of advice remain just as valuable today. The General Secretary hoped that the cadres, Party members, and people of Ha Giang would be determined to implement President Ho Chi Minh's advice well.
Throughout his visit and working trip to Ha Giang province, the most striking image was the ever-present gentle smile of the General Secretary, the warm handshakes, the heartfelt advice and sharing, the incredibly meaningful gifts, and the insightful and caring guidance. The General Secretary's affection for Ha Giang is not boisterous or ostentatious, but sincere and simple, just like the man himself. With the profound concern of General Secretary To Lam and other Party and State leaders, ministries, and sectors for Ha Giang, soon, the buckwheat fields blooming across the northernmost peaks will beckon tourists; the winding roads around the hills and mountains will no longer be difficult paths but will become trade routes, opening up opportunities for sustainable economic development; the highland markets will retain their rich cultural identity, and a new life of prosperity and happiness will be brought to the people.
Ha Giang will forever remain a part of General Secretary To Lam's heart, and that affection will forever be a warm flame illuminating the path of development for this land at the northernmost tip of the Fatherland.
