Hanoi invests nearly 6,000 billion VND to build more than 8,300 social housing units

Recently, the real estate supply in Hanoi is still relatively scarce, new housing real estate products are mainly projects that have been approved from the previous phase. The planning of land fund for social housing construction has not met the huge demand for social housing of the people. Meanwhile, the planning indicators of social housing architecture in concentrated social housing areas are very low compared to the scale of the projects due to population control.

To meet the assigned targets in the Government 's Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the period of 2021 - 2030" and implementing social housing investment after 2030, the Hanoi People's Committee has focused on directing the establishment and approval of investment policies for 4 independent (concentrated) social housing projects with about 1 million square meters of floor space, as a basis for organizing bidding to select investors.

In addition, Hanoi has reviewed and added about 15 new large-scale land plots to invest in building concentrated social housing projects with synchronous technical and social infrastructure (about 2,000 apartments); in which, focusing on arranging 2-3 land plots to build workers' housing in areas near industrial parks.

Notably, the Hanoi People's Committee has just approved the list of housing and urban area projects under the 2021-2025 Development Plan (phase 3). Accordingly, the city will have 6 more social housing projects with a total area of nearly 13 hectares in the districts of Ba Dinh, Long Bien, Thanh Tri, and Thach That.

According to the plan, these 6 social housing projects will provide more than 8,300 apartments, equivalent to about 655,000 m2 of floor space with a total investment of nearly 6,000 billion VND. Currently, the projects have basically completed site clearance and are expected to be completed in the 2026 - 2029 period.

Specifically, the projects are: Hoan Kiem District Dispersal Housing Area (in Viet Hung New Urban Area, Long Bien District) with 3,005 apartments, to be completed in 2026; Housing for sale to low-income people of Ba Dinh District Police (in Bao Van Field, Ngoc Ha Ward, Ba Dinh District) with 77 apartments, to be completed in 2026; Social housing for sale to officers and soldiers of the Ministry of Public Security (in Thuong Village, Thanh Liet Commune, Thanh Tri District), 660 apartments, to be completed in 2028;

Social housing in Bac Phu Cat residential area (in Thach Hoa commune, Thach That district), 2,592 apartments, completed in 2028; Social housing in CT land plot in CT1 planning block, technical infrastructure investment project of auctioned land plot in Long Bien ward (Long Bien district), 290 apartments, completed in 2028; Social housing in block C14/NO1, Phuc Dong ward (in Phuc Dong ward, Long Bien district), 1,220 apartments, completed in 2029.

According to the city's Department of Construction, along with the announcement of the above social housing list, the Hanoi People's Committee also updated 10 ongoing housing projects, expected to be completed next year with more than 1,000 units. It is expected that after 2025, Hanoi will have 26 projects completed, with nearly 9,900 units.

In addition, there are 36 projects (about 49,000 apartments) undergoing investment procedures in suburban districts such as Gia Lam, Hoai Duc, Dong Anh, Thanh Tri, Dan Phuong and Thuong Tin.

Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that in the period of 2015 - 2023, the growth rate of real estate business activities in Hanoi reached an average of about 3.16%/year. The transaction volume in the market is mainly from mid-range and high-end apartment projects, concentrated in areas near the center, convenient transportation, diverse utilities, flexible apartment design, reasonable payment schedule, reputable investors and potential for price increase in the future.

Specifically, in the period of 2015 - 2023, Hanoi has about 466 completed projects with about 29.3 million m2 of floor space; 598 projects are being implemented, equivalent to about 106.6 million m2 of floor space. Of which, 30 social housing projects have been completed with about 1.66 million m2 of floor space; 58 projects are being implemented with about 4 million m2 of floor space, 60,480 apartments and 83 land plots with a total land use scale of about 43.58 hectares in 48 commercial housing projects, urban areas must reserve 20 - 25% of land fund for social housing construction according to regulations.
