Hanoi offers breakthrough solutions to develop urban railways

At the Red River Delta Coordination Council Conference chaired by Prime Minister Pham Minh Chinh on the morning of August 17, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan reported on the completion of Hanoi's urban railway network to clarify Hanoi's key development areas in the coming time.

Vice Chairman of Hanoi People's Committee Duong Duc Tuan said that according to the Hanoi Capital Construction Master Plan and the Capital Transport Master Plan to 2030, with a vision to 2050, Hanoi's urban railway system has 10 routes with a total length of more than 410 km. Recently, the Project to adjust Hanoi's Master Plan to 2045, with a vision to 2065, has added 5 more routes, bringing the total number of Hanoi's urban railways to 15 routes with a total length of 616.9 km.

According to Mr. Duong Duc Tuan, the urban railway system for Hanoi, Ho Chi Minh City and other modern cities is an extremely important form of public passenger transport due to its ability to transport large volumes of passengers at high speed, becoming the 'backbone' of each city's traffic and regional connectivity.

In recent years, with the attention, support and facilitation of the National Assembly, the Government, the Central Ministries and branches, along with the efforts of the entire political system of Hanoi City, the implementation of investment in developing transport infrastructure in general, especially the development of the urban railway system in particular, despite many challenges and difficulties in the implementation process, has achieved initial results.

Hanoi The putting into operation of Urban Railway Line No. 2A (Cat Linh - Ha Dong) and the Hanoi City Pilot Urban Railway Line, Nhon - Hanoi Station section (elevated section) on August 8, 2024 has been highly appreciated and welcomed by the people of the Capital and are also memorable milestones of the City.

Hanoi also proactively coordinates with localities in the capital region to unify the routes of connecting traffic routes, especially urban railway routes updated in the General Adjustment Project of the Capital Planning to serve traffic connections and regional linkages to create urban development and new traffic corridors to facilitate traffic between Hanoi and localities in the Red River Delta region.

The city also proactively develops and coordinates with the Ministry of Transport and relevant ministries and branches to complete the overall project on investment in the construction of the urban railway system of the capital together with Ho Chi Minh City according to the direction of the Government and implemented according to the direction of the Politburo in Conclusion No. 49-KL/TW dated February 28, 2023. Including assigning Hanoi and Ho Chi Minh City to establish an urban railway system before 2055.

Accordingly, Hanoi strives to complete the investment and construction of 10 urban railway lines with a total length of over 410.8 km by 2035.

Thus, in the 2024-2030 period, construction of 96.8km will require a preliminary capital requirement of about 14.6 billion USD; in the 2031-2035 period, construction of 301km will require a preliminary capital requirement of about 22.5 billion USD. The total capital requirement by 2035 is about 37.2 billion USD.

Through reviewing public investment capital sources, the total ability to balance other capital sources that can be mobilized by the City by 2035 is about 28.56 billion USD. Thus, by 2035, the City needs Central support of about more than 8.6 billion USD.

By 2045, the investment in construction will be completed on the remaining 5 routes with a total length of 201km; the overall operation and exploitation of the capital's urban railway system will be completed, including 15 routes, adjusted and supplemented sections with a total length of about 616.9km, with the capital demand for this period being about 18.252 billion USD.

Currently, the City is organizing research and implementing investment projects to build urban railway lines: Line 2.1 (Nam Thang Long - Tran Hung Dao), Line 3.2 (Hanoi Station - Hoang Mai), Line 5 (Van Cao - Hoa Lac), Line 2A extension (Ha Dong - Xuan Mai)...

According to Vice Chairman of Hanoi People's Committee Duong Duc Tuan, Hanoi is determined and has come up with breakthrough solutions to develop the urban railway system.

In particular, continue to research, perfect and concretize the policy mechanisms that have been oriented in the Law on the Capital (amended) in encouraging investment to attract and entice investors to participate in investing in developing transport infrastructure, reducing budget pressure, and speeding up the progress of completing infrastructure investment according to the approved plan.

Speed ​​up the progress of completing the overall project on investment in the construction of the urban railway system in the capital and report to competent authorities to submit to the Politburo and the National Assembly for consideration and approval of specific mechanisms and policies as a basis for implementation.

Focusing resources on investing in urban railway lines in central urban areas to solve the increasingly serious traffic congestion problem. Priority will be given to implementing lines that have been studied, prepared for investment, and have detailed designs (Line 1, Ngoc Hoi - Yen Vien section; Line 2, Nam Thang Long - Tran Hung Dao section; Line 3, Cau Giay - Hanoi Railway Station - Hoang Mai section; Line 5: Van Cao - Hoa Lac).
