
On November 13, a working delegation of the People's Committee of Dong Hoa Ward (HCMC) inspected compliance with construction law regulations and fire prevention and fighting work of mini apartments, individual houses with changed functions, and rented houses in the ward.
Through inspection of some student rental houses in Tan Lap neighborhood, violations in the arrangement of fire exits were discovered. Typically, Binh An boarding house has 36 rooms, although equipped with fire alarms and basic fire fighting equipment, the fire exits located behind the house were not built properly.
Mr. Ho Thai Binh , manager of this boarding house, said that because he was afraid of thieves, the fire exit was arranged quite high above the ground.

Also on the same morning, when inspecting a foreign language center in Tan Lap neighborhood, a working group including officers from the Economic, Infrastructure - Urban Department and Dong Hoa Ward Police discovered that the back emergency exit was fenced off and locked.
Mr. Nguyen Thai Phong, in charge of looking after this center, said that when he rented the space, he was afraid that thieves would climb from the fire exit to get inside, so he built a fence and locked the door. Mr. Phong promised to immediately correct the violations.
A blocked fire escapeAccording to the authorities, most owners of violating constructions said that the above fire exit arrangement was due to "fear of thieves breaking into the building through the fire exit".
Through analysis and advocacy, the project owner becomes aware of the behavior and commits to correcting it.
