Hanoi maintains smooth payment of benefits to meritorious people

Not only maintaining smoothness in the context of administrative unit arrangement and two-level local government organization, Hanoi also effectively implemented special policies, along with many "gratitude" activities with profound humanistic meaning.

On the afternoon of July 10, the Hanoi Party Committee's Propaganda and Mass Mobilization Department held a thematic information conference and a meeting to deploy key tasks of the city's press work in July 2025.

Deputy Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Huy Cuong chaired the conference. Attending were leaders of the Department of Culture and Sports , the City Journalists Association, and representatives of central and Hanoi press agencies.

Over 218 billion VND given as gifts to meritorious people

In the thematic information section, the conference heard Deputy Director of the Department of Home Affairs Ngo Minh Hoang briefly report on the Plan to organize activities to care for people with revolutionary contributions on the occasion of the 78th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2025), the 80th anniversary of the successful August Revolution and National Day September 2 (1945-2025).

Accordingly, in order to implement the uninterrupted payment of policies for meritorious people, the Department of Home Affairs has instructed districts, towns and cities (old) to fully and promptly pay subsidies to 76,462 meritorious people and their relatives who are receiving monthly preferential subsidies, with a payment budget of VND 1,658 billion for the first 6 months of the year. In particular, the city has made advances to pay preferential subsidies for June and July 2025 to meritorious people and their relatives who are receiving monthly subsidies to ensure stable and uninterrupted payments when new administrative units officially operate under the two-level local government model.

At the same time, up to now, localities have basically completed the implementation of paying gifts fromthe President and gifts from Hanoi city to policy beneficiaries according to regulations. In addition to gifts from the city, communes, wards; agencies and organizations have given gifts to beneficiaries of the locality and management agencies.

Specifically, departments, branches, unions and authorities at all levels have organized many practical movements, notably the mobilization of the "Repaying gratitude" Fund to reach 21.87 billion VND, presenting 1,102 gratitude savings books (each book from 3 million VND or more), supporting the repair of 28 works honoring martyrs and improving housing for 149 policy households. The city also strives to ensure that 100% of households with meritorious people have a standard of living equal to or higher than the average level of their place of residence; all living Vietnamese Heroic Mothers are well cared for both materially and spiritually.

In addition, the city has spent more than 177 billion VND to give 114,193 gifts to people with meritorious services, not including gifts from the President and other localities, bringing the total number of gifts to 240,428, with a total cost of over 218.5 billion VND. Gift levels range from 1 to 2 million VND/person; typical groups such as nursing centers, Agent Orange victims associations... also received gifts from 11 to 16 million VND/unit.

In addition, the Department of Home Affairs has chaired and organized city delegations to visit martyrs' cemeteries in many localities across the country such as Dien Bien, Nghe An, Tay Ninh, Quang Tri... and coordinated the organization of meetings with meritorious people and historical witnesses in Hanoi.

Concluding this content, Deputy Head of the Propaganda and Mass Mobilization Department of the Hanoi Party Committee Nguyen Huy Cuong noted a number of key contents, requesting press agencies to increase information and propaganda in a broad, comprehensive and in-depth manner in the coming time.

In particular, it is necessary to emphasize the profound political and humanistic significance of activities to show gratitude to those who have contributed to the revolution, highlight the tradition of "When drinking water, remember its source", "Repaying gratitude" of the nation and of the Party Committee, government and people of the capital; promptly and vividly reflect the city's practical and specific care activities for those who have contributed to the revolution.

In particular, the issuance and implementation of Resolution No. 02/2025/NQ-HDND of the City People's Council stipulates a special support policy, increasing the subsidy by 1.5 million VND/person/month for over 76,000 meritorious people, starting from July 1, 2025. This is a clear demonstration of the city's determination to improve the material and spiritual life of meritorious people.

Also according to the proposal of the Deputy Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Department, Hanoi press and central press agencies based in Hanoi need to pay attention to promoting the results of the "Repaying gratitude" Fund, along with a series of gratitude and gratitude activities with profound humanity of the city; promote typical examples of meritorious people who have overcome difficulties to rise up, making positive contributions to the construction and development of the capital; promote and spread examples of good people, good deeds, beautiful actions, noble gestures in the "Repaying gratitude" movement, such as: Supporting the construction of gratitude houses, giving gratitude savings books, taking care of Vietnamese Heroic Mothers...

Comrade Nguyen Huy Cuong also noted that in conjunction with the above propaganda activities, press agencies need to innovate further. Propaganda work needs to be carried out in a comprehensive and flexible manner, ensuring both accuracy and timeliness, as well as depth and humanity; avoiding administrative and rigid methods; instead, it is necessary to combine policy information with reflecting the atmosphere of gratitude and people's sentiments, spreading the spirit of solidarity and the morality of "remembering the source of water when drinking water" throughout society.
