Will Hanoi be more proactive in deciding on payroll and income?

This morning, March 14, the National Assembly Standing Committee gave its opinion on the explanation, acceptance, and revision of the draft Law on the Capital City (amended). One of the issues submitted for comments was on the management of payroll and additional income.

Regarding staff management, Chairman of the Law Committee Hoang Thanh Tung said that it is necessary to have a mechanism for Hanoi city to be more proactive in staffing and ensure the ability to complete assigned tasks and powers.

However, currently, the management of payroll is being implemented centrally and uniformly according to Regulation No. 70-QD/TW of the Politburo . Accordingly, the Politburo is the competent authority to decide on the total payroll and reserve payroll of the political system, and to decide on specific payroll according to the 5-year term of agencies, organizations, and localities.

Therefore, the Standing Committee of the Law Committee proposed to revise the draft law in the direction of assigning the City People's Council to determine the number of staff, civil servants, and public employees based on the list of job positions, population size, current workload, security, political, and social safety characteristics in the area, and the ability to balance the budget of Hanoi city, ensuring that the ratio between the total number of staff compared to the total population does not exceed the national average ratio to submit to the competent authority for decision.

Regarding the regulation on additional income, according to Mr. Hoang Thanh Tung, the majority of opinions in the Standing Committee of the Law Committee and agencies found that the regulation on salary and additional income for cadres, civil servants and public employees in the Capital is necessary, similar to the specific policy being piloted by the National Assembly in Ho Chi Minh City and some other localities to help cadres, civil servants and public employees in the Capital ensure their lives, work with peace of mind, and contribute long-term and effectively to the development of the Capital.

"Therefore, it is recommended to keep this content as presented by the Government to report and seek opinions from competent authorities before submitting it to the National Assembly for consideration and approval at the 7th session," said Mr. Hoang Thanh Tung.

In addition, some opinions said that currently, relevant agencies are urgently implementing the policy of comprehensive reform of salary policy according to Resolution No. 27-NQ/TW of the Central Committee and Resolution No. 104/2023/QH15 of the National Assembly, so this issue needs to be placed in the overall new salary reform of the entire political system in general. Therefore, it is proposed not to stipulate the additional income of cadres, civil servants and public employees of the Capital in the draft Law.

Because there are still different opinions on this issue, the Standing Committee of the Law Committee submits it to the Law Committee for consideration and direction.

Many opinions in the National Assembly Standing Committee agree with the regulations on salary and additional income for cadres, civil servants and public employees in the capital.

Commenting on this content, National Assembly Chairman Vuong Dinh Hue said that the regulation on the additional income regime will not be a problem to worry about in the overall new salary reform. Because, according to the Central Resolution, the policy is that localities that balance their budgets can spend more, "of course, it is just a matter of regulating a reasonable level".

Concluding this content, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the National Assembly Standing Committee agreed that it is necessary to stipulate in the law and report to the competent authority for comments; at the same time, he noted some opinions on resolving additional income for some vertical agencies in Hanoi.
