Through inspection, the working group determined that this center had been granted a business registration certificate and a business location registration certificate issued by the Business Registration Office - Hanoi Department of Planning and Investment. The center has posted information at the facility about the location, form, and time of organizing extra teaching and learning. The center's profile currently has 29 teachers participating in teaching and about 600 applications from secondary school students.

However, the inspection team also discovered some shortcomings and violations such as: not posting at the facility the subjects that are organized for extra teaching, the teaching duration of each subject by grade, the list of extra teachers and the tuition fee before enrollment according to regulations. The teacher's profile is still missing 4 labor contracts; the existing contracts do not have full information about the job position and working time. The center has not presented monthly fee collection books and records related to fire prevention and fighting work.
On the same day, the Dong Da District Department of Education and Training also inspected the registration of teachers at Lang Thuong Secondary School to teach extra classes outside of school. The inspection showed that the teachers had reported to the principal and signed a commitment to comply with the regulations in Circular No. 29/2024/TT-BGDDT, not to teach regular students for money, and to comply with the tasks assigned by the school and only teach extra classes outside of regular school hours.
In response to the violations discovered, the inspection team drew up a report and requested the temporary suspension of the Viet Nga Center, Campus 2, from 12:00 on April 23. The Center must notify parents, fulfill related financial obligations, and ensure the students' learning rights.
The inspection team requested the People's Committee of Lang Thuong Ward to supervise the center's compliance with the suspension of operations; at the same time, requested the Department of Education and Training of Dong Da District to continue to coordinate with Lang Thuong Secondary School and other units in the area to strictly implement Circular No. 29/2024/TT-BGDDT.
Director of the Hanoi Department of Education and Training Tran The Cuong said that the city currently has about 15,000 centers and businesses providing extra classes, a sharp increase after Circular 29 took effect. The rapid increase in the number of extra classes while there are no detailed instructions on sanctions for violations is causing difficulties for inspection and supervision work in localities.
Previously, on April 22, the press reported that some teachers currently working at some public secondary schools were teaching, and there were also images of students studying at a cultural training center on Chua Lang Street, Dong Da District, Hanoi.
Circular 29 took effect and the number of students attending the Viet Nga center increased sharply. This center rented a second facility, but it was actually a private house, with additional tables and chairs. According to information from local officials, the location rented from a private house has not been licensed for extra teaching and learning activities.
Many parents think that the Center is no different from a second school because it only teaches students from one school with a total of nearly 500 students.
Tuition is nearly 2 million VND per month for each student; the schedule is also arranged in a staggered manner between two sessions.
