Hanoi strengthens fire prevention and fighting at offices

The Hanoi City People's Committee has just issued Official Dispatch No. 3153/UBND-NC on strengthening fire prevention and fighting at offices.

The document stated that in recent times, a number of fires have occurred in the city at workplaces, at archives, at headquarters, and at agencies under the City People's Committee (a typical example is the fire caused by an electrical equipment incident at the meeting room of the Cau Dien Ward People's Committee on May 8, 2025). The fires did not cause major property damage but also had a significant impact on security and order. In that situation, ensuring fire prevention and fighting safety (PCCC) at headquarters of agencies and units, especially at district and commune People's Committees, is extremely important to protect state assets, records, documents, and human life.

To ensure fire safety at the headquarters of agencies and units, the City People's Committee requires units to direct functional departments and People's Committees at district and commune levels to enhance their responsibility in fire prevention and rescue work, ensuring absolute fire safety at the headquarters of agencies and units under their management. Conduct a review of fire safety conditions at the headquarters, and at the same time check, promptly repair and maintain the equipped fire prevention and rescue systems.

In addition, strengthen the propaganda and dissemination of legaleducation and knowledge about fire prevention and fighting to all officers and employees in the unit; thoroughly educate 100% of officers, employees and civil servants in strictly implementing the work of ensuring fire prevention and fighting safety and search and rescue, especially the use of fire sources, heat sources, fire and heat generating equipment, neatly arranging files and documents... in working areas and positions in the agency and unit.

Units need to strengthen self-inspection, thereby early detecting and promptly handling limitations, especially safety conditions of roads, escape routes, fire prevention, and operating status of fire prevention and rescue equipment.

At the same time, units must increase their standing and standby forces; regularly organize inspections and strictly manage fire sources, heat sources, fire and heat generating equipment; regularly inspect and maintain electrical systems and power consuming equipment to ensure appropriate power consumption, replace old and damaged power lines, use devices (automatic switches, circuit breakers, etc.) to cut off power when an incident occurs; absolutely do not hook up, connect arbitrarily, or use multiple devices in the same socket; strictly turn off power consuming devices when not in use.

Units should proactively develop and organize their own fire fighting and rescue drills; when a fire or explosion occurs, there must be a mechanism to mobilize maximum forces and means to organize initial fire fighting and rescue, promoting the motto of "four on-site"; immediately notify the Fire Police and Rescue forces to coordinate in performing assigned tasks, thereby minimizing damage to both people and property caused by fire or explosion.
