On the morning of August 5, the Hanoi People's Committee held a conference to review the progress of implementing the tasks assigned in Official Dispatch No. 4173/UBND-ĐMPT dated July 21, 2025 of the City People's Committee and Directive No. 11/CT-UBND dated July 24, 2025 of the Chairman of the City People's Committee, focusing on the work of receiving and handling administrative procedures (TTHC).
Vice Chairman of the City People's Committee Truong Viet Dung chaired the conference.
In July, 71,710 applications were paid online.
The report at the conference showed that, to date, the City Public Administration Service Center has completed the configuration of 2,089 administrative procedures, corresponding to 100% of administrative procedures on the Public Service Portal to ensure the reception and settlement of administrative procedures. Specifically, from July 1 to 31, the entire city recorded 71,710 records paid online through the Public Service System.
Regarding direct consultation when performing administrative procedures for individuals and organizations in 126 wards and communes, from July 1 to 31, the Hanoi Bar Association mobilized and arranged more than 200 lawyers to take turns providing support and free legal advice to individuals and organizations when performing administrative procedures at public administrative service points (with about over 1,150 turns).
At the conference, delegates listened to Director of the City Department of Science and Technology Tran Anh Tuan and Deputy Director of the City Public Administration Service Center Hoang Van Bang disseminate and implement Directive No. 11/CT-UBND and Document No. 4173/UBND-ĐMPT.
Discussing and exchanging difficulties, problems and proposing solutions in the process of performing tasks, representatives of some communes and wards reflected on difficulties and problems in receiving and resolving administrative procedures, such as: The software system is not yet optimal and convenient for officials and people to operate and use.
Meanwhile, the electronic declaration form is not convenient, people often have to re-enter many data fields; there is a situation of abusing certified copies; it is necessary to unify the calculation method of online application procedures and full-process application; software is not yet connected, officials have to use many software at the same time, wasting time and effort...
Delegates also pointed out the fact that since the operation of the 2-level local government model, the streamlined apparatus, the need to resolve administrative procedures of people and businesses has increased, creating pressure on the staff and civil servants. Therefore, the city needs to consider the plan, after the end of the "45-day and night" campaign to support digital transformation activities in communes and wards, when the city's support force withdraws, the communes and wards will continue to deploy appropriately, meeting the needs of people and businesses...
At the conference, representatives of the City Public Administration Service Center, the City Center for Communications, Data and Digital Technology, the Department of Justice, MobiFone Telecommunications Corporation... answered some of the delegates' recommendations...
Prohibit abuse of certified copy requirements
Concluding the conference, Vice Chairman of the City People's Committee Truong Viet Dung acknowledged the sense of responsibility, companionship, determination and efforts of the staff of 126 communes and wards in implementing the tasks according to Directive No. 11/CT-UBND and Official Dispatch No. 4173/UBND-ĐMPT.
Praising the efforts and creativity in organization and implementation of many agencies and units, comrade Truong Viet Dung also frankly acknowledged that there are still some shortcomings and limitations that need to be promptly resolved.
“The city will continue to accompany and remove difficulties for units. We request that units clearly establish an implementation roadmap, and no unit is allowed to delay. All difficulties must be identified and resolved right from this conference," comrade Truong Viet Dung requested.
The Vice Chairman of the City People's Committee emphasized that in practice, there are still many shortcomings and problems that need to be focused on overcoming: Infrastructure, human resources, coordination between units, etc.
To clarify the roles and responsibilities of each agency and unit; at the same time, remove difficulties and promote the overall progress of the city, comrade Truong Viet Dung directed communes and wards with low rates of online administrative procedure records to continue to make efforts and find solutions to improve the rate of online records on the National Public Service Portal.
Based on the reports of the units at the conference, Vice Chairman of the City People's Committee Truong Viet Dung will directly work with the localities to overcome the problems related to the software system. He requested the Department of Science and Technology to proactively follow the practical situation, promptly support the departments, branches and People's Committees of communes and wards in the implementation process; synthesize and report the contents beyond the authority for the City People's Committee to consider and direct.
Comrade Truong Viet Dung also requested the City Public Administration Service Center to continue to guide, support, and train professional skills and expertise for the team of cadres, civil servants, public employees, and workers performing the task of receiving and handling administrative procedures at branches and public administration service points in the city; deploy mobile public services to support meritorious people and vulnerable groups to access services conveniently and effectively.
At the same time, the City Public Administration Service Center continues to coordinate with MobiFone Telecommunications Corporation to review and promptly handle problems related to the system, ensuring that people and businesses can submit online applications smoothly and without interruption.
Comrade Truong Viet Dung also requested departments, branches, sectors and People's Committees of communes and wards to review all administrative procedures that do not require submission of certified copies, and strictly prohibit the abuse of requiring certified copies when receiving documents.
The Office of the City People's Committee shall preside over and coordinate with relevant units to closely monitor and supervise the progress and quality of implementation of the above contents; propose the City People's Committee to promptly reward units that have completed their tasks well and strictly handle cases of delay and irresponsibility in implementation.
Sharing the difficulties and pressures of grassroots staff, Vice Chairman of the City People's Committee Truong Viet Dung noted that in the period of "running and queuing", the role of leaders at the Party and government levels is very important in "daring to do, daring to take responsibility", finding solutions and encouraging and sharing the difficulties and pressures of staff directly receiving and resolving administrative procedures.
Emphasizing the requirement for units to successfully complete their tasks to celebrate the 80th anniversary of the successful August Revolution and National Day September 2, as a message of "Spreading Hanoi's thinking and vision", Vice Chairman of the City People's Committee Truong Viet Dung pledged that the city will continue to accompany and promptly remove institutional, technical and resource obstacles, creating conditions for units to successfully complete assigned tasks.
