
On December 14th, the 29th session of the Hanoi People's Council concluded after two days of work. In her closing remarks, the Chairwoman of the Hanoi People's Council, Phung Thi Hong Ha, stated that after two days of work, the People's Council delegates unanimously approved nine resolutions with a very high percentage of agreement. These included four resolutions to concretize the contents of the National Assembly's resolution recently passed at its 10th session, namely: regulations on the dossiers, conditions, procedures, and processes for implementing large and important projects in the capital city; and three resolutions approving the planning: the investment project for the Red River Landscape Boulevard; the investment project for the construction of the Olympic Sports Urban Area in the South of the city; and the resolution approving the establishment of the Olympic Sports Urban Area Subdivision Plan, at a scale of 1/2,000.
According to Ms. Ha: These projects demonstrate a new vision and a long-term perspective, promising to create a green, beautiful, and modern landscape for the capital city.
The session also adopted two resolutions amending and supplementing certain contents of Resolution 69/2025/NQ-HĐND and Resolution 48/2025/NQ-HĐND of the Hanoi City People's Council, in order to immediately address outstanding issues aimed at socio -economic development and contribute to removing bottlenecks in the city's budget allocation, urban planning, and construction.
Thanks to the thorough preparation by the People's Committee and city departments; the careful review by the Standing Committees of the People's Council; the participation and contributions of scientists and researchers in various fields; the responsible critique by the Fatherland Front Committee and political organizations of the city; and especially the positive and responsible discussions in the assembly hall by the delegates of the City People's Council, the contents presented at the session were clarified, synthesized, and incorporated into resolutions to the maximum extent.
Ms. Ha also affirmed that the content of the Resolutions is the culmination of the wisdom and high concentration of the People's Council delegates, the consensus and high responsibility among agencies and departments in the preparation and consultation process, and the very profound participation, contribution, and critique of experts and scientists.
These important mechanisms, policies, and projects need to be implemented immediately and will have a profound impact, acting as a lever to promote socio-economic development, ensuring effective leadership and management by all levels of government, and addressing pressing social issues in the city.
The Chairman of the Hanoi People's Council stated that immediately after this session, the People's Council requests the Hanoi People's Committee, all levels, sectors, localities, and units, according to their assigned functions and tasks, to develop specific plans and proactively organize implementation to ensure that the resolutions of the People's Council are implemented as soon as possible, so that the resolutions can be put into practice.
Earlier, on the final working day, the Hanoi City People's Council delegates voted to approve the Resolution on the investment policy for the construction project of the Red River Scenic Boulevard. The Red River Scenic Boulevard construction project is a large-scale project of strategic significance, contributing to the development of the capital city, the Red River Delta region, and the entire country.
The project site is located along the Red River from Hong Ha Bridge to Me So Bridge, within the administrative boundaries of 19 communes and wards of Hanoi City. Specifically, the right bank of the Red River passes through 12 communes and wards: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, and Hong Van; the left bank of the Red River passes through 7 communes and wards: Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, and Bat Trang.
The project covers an area of approximately 11,000 hectares, including: an 80km main traffic boulevard; a 3,300-hectare landscaped park and recreational area; and approximately 2,100 hectares for land clearance and urban reconstruction. It is expected to consist of independent component projects: Component Project 1 (Left Bank of the Red River); comprising the main traffic boulevard on the left bank; a landscaped park and recreational area; and land clearance for urban reconstruction.
In addition, with a majority vote, the Hanoi City People's Council also passed a Resolution on the approval of the Olympic Sports Urban Area Planning, at a scale of 1/2000. The Olympic Sports Urban Area Planning, at a scale of 1/2000, covers 12 communes and wards: Thanh Liet, Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, and Dan Hoa. The total land area is approximately 16,081 hectares, divided into four sub-areas (A, B, C, D) within the overall Olympic Sports Urban Area Planning (Southern Sports Urban Area of the Central City).
