On the morning of June 17, Chairman of the Hanoi People's Committee Tran Sy Thanh received and worked with Ms. Mariam J. Sherman, World Bank Country Director for Vietnam, Laos and Cambodia. The meeting took place in the context that Hanoi is actively promoting key infrastructure projects, especially the urban railway system.
At the meeting, Ms. Sherman appreciated the serious preparation and open spirit of cooperation from Hanoi. She said that the World Bank is currently coordinating with the Vietnamese Ministry of Construction to implement tasks related to sustainable urban planning, green space conservation and urban landscape.

Affirming the special importance of the project, Chairman of Hanoi People's Committee Tran Sy Thanh emphasized: "Hanoi Railway Station is the strategic center of the North, so if the whole line is not implemented synchronously, it will not be effective."
He said that Hanoi City has assigned the Department of Construction to be the technical focal point, but at the same time agreed with the World Bank that it is necessary to closely coordinate with central ministries and branches to keep the project on schedule.
In response, Ms. Sherman expressed high consensus and said: "Our team is working step by step to promote progress." She also asked the Vietnamese side to clarify the roles and scope of responsibilities of relevant parties to increase effectiveness in implementation.
The exchange showed a high level of consensus between the two sides on vision, solutions and spirit of action. Ms. Sherman said that this is the right time to accelerate, and committed to being ready to coordinate more regularly with departments and branches of Hanoi City.
Regarding financial resources, the Chairman of the Hanoi People's Committee said that the city has built its own mechanism and is ready to provide capital for projects under its authority. Hanoi's viewpoint is to implement vigorously and coordinate closely with development partners, including the World Bank.
“The Government is directing very strongly and expecting localities to implement quickly and effectively. Any party that is slow will be excluded from the national implementation process,” the Chairman of the Hanoi People’s Committee emphasized. This is a message that clearly demonstrates the high political commitment from the capital’s government in implementing large-scale infrastructure projects.
At the same time, Chairman Tran Sy Thanh also proposed that the World Bank increase direct connections with leaders of the City's departments and branches to ensure smooth information flow, effective coordination and avoid "circuit breaker" in handling inter-sectoral work.

Ms. Mariam J. Sherman highly appreciated the proactiveness, openness and decisive action spirit of the Hanoi City government. “I understand that each country has its own characteristics in coordinating implementation, but direct meetings like today help the two sides understand each other better and handle problems faster,” she affirmed.
According to Ms. Sherman, the World Bank hopes to organize more thematic meetings with Hanoi departments and agencies in the coming time to discuss in more depth technical issues, coordination processes and specific support needs.
At the end of the meeting, Chairman Tran Sy Thanh presented Ms. Sherman with a pearl-encrusted lotus symbol, as a thank you for her trustworthy cooperation and companionship for the development of the Capital.
