Ha Tinh seeks public opinion on plan to rearrange commune-level administrative units

The consultation is carried out in the form of collecting opinions from household representatives in communes directly affected by the policy of arranging administrative units (ADUs) at that commune level, in the form of distributing opinion forms.

On the morning of April 23, localities across Ha Tinh province simultaneously launched a campaign to collect public opinions on the plan to rearrange commune-level administrative units.

Accordingly, localities in the province established groups to distribute ballots to collect opinions according to each village and residential group, including representatives of villages and residential groups; front working committees, representatives of socio-political organizations in villages and residential groups... Localities organized meetings for households to distribute ballots or brought ballots to people's homes to ask for opinions. The project to arrange administrative units at the commune level and related documents were also widely disseminated to people by localities through meetings, loudspeakers, mass media...

According to the draft plan, Ha Tinh will rearrange 209 commune-level administrative units down to 69 units, reducing 140 communes.

“We strongly agree and support the policy and plan for administrative unit arrangement. This morning, the staff of the residential group brought ballots to our homes to give our opinions on the merger policy. We believe that after the merger, localities will have more space and potential to promote their strengths and advantages for socio-economic development,” said Mr. Nguyen Van Thong (Bac Ha ward, Ha Tinh city).

Previously, from the evening of April 22, right after the project to arrange communal administrative units was issued, a number of wards and communes in Vu Quang district, Ky Anh town, Ha Tinh city, Thach Ha... held group meetings to collect votes and distribute ballots to each household to solicit opinions.

The distribution of ballots to collect people's opinions on the plan to arrange communal-level administrative units will be carried out from now until April 24. Based on the ballot counting minutes of the ballot distribution teams, the People's Committee at the commune level will synthesize and report to the People's Committee at the district level (through the Department of Internal Affairs) and the People's Council at the commune level the results of collecting people's opinions.

Based on the report on the results of collecting people's opinions sent by the People's Committee at the commune level, the People's Committee at the district level synthesizes and reports to the Provincial People's Committee (through the Department of Home Affairs) and the People's Council at the district level on the results of collecting people's opinions.

The Department of Home Affairs advises the Provincial People's Committee to synthesize the results of public opinion collection, complete the project and send it to People's Councils at all levels for consideration and voting on the policy of arranging commune-level administrative units before April 26, 2025.

According to the plan to arrange commune-level administrative units issued by the Provincial People's Committee to collect public opinions, Ha Tinh will arrange from 209 commune-level administrative units to form 69 units, reducing 140 communes, reaching a rate of 67%.

In which, Ha Tinh city from 26 communes and wards after rearrangement only has 3 wards and 4 communes left. Specifically, Thanh Sen ward was established on the basis of merging 8 units, including: Bac Ha ward, Thach Quy ward, Tan Giang ward, Thach Hung ward, Nam Ha ward, Tran Phu ward, Ha Huy Tap ward, Van Yen ward and part of the area and population of Dai Nai ward. Tran Phu ward was established on the basis of merging 4 units, including: Thach Trung ward, Dong Mon ward, Thach Ha ward and Ho Do commune.

Establish Ha Huy Tap ward on the basis of merging 3 units, including: Tan Lam Huong commune, Thach Dai commune and part of the area and population of Dai Nai ward. Establish Thach Lac commune on the basis of merging 3 units, including: Tuong Son commune, Thach Lac commune and Thach Thang commune. Establish Dong Tien commune on the basis of merging 3 units, including: Thach Tri commune, Thach Hoi commune and Thach Van commune. Establish Thach Khe commune on the basis of merging 3 units, including: Dinh Ban commune, Thach Khe commune and Thach Hai commune. Establish Cam Binh commune on the basis of merging 4 units, including: Cam Binh commune, Cam Vinh commune, Thach Binh commune and Cam Thanh commune (belonging to Cam Xuyen district).
