A decade has passed. Hai Phong is now completely different! From urban to rural areas, everything has undergone a dramatic transformation. Those who have left their hometowns find it hard to imagine the city changing so rapidly. High-end, modern urban areas; entertainment , shopping, hospital, and school facilities of international standards are now in existence.
Hai Phong is an old city, formed during the French colonial period. Through historical upheavals and the ravages of war, the port city seemed to be in a state of "winter slumber" for decades. But just 15 years after implementing Resolution No. 32-NQ/TW of the Politburo (9th term), Hai Phong has emerged with a completely new image of a green, civilized, and modern city.

It should also be added that, besides Resolution No. 45-NQ/TW, there is also Resolution 06-NQ/TW dated January 24, 2022 of the Politburo and Resolution No. 35/2021/QH15 of the National Assembly on piloting some specific mechanisms and policies for the development of Hai Phong city.
Mr. Nguyen Van Tung, Chairman of the People's Committee of Hai Phong City, stated that Resolution No. 45-NQ/TW is the "gateway" that will determine the transformation of Hai Phong's appearance. Following this resolution, a series of urban renovation and beautification issues have been placed on the agenda of the City Party Committee, the City People's Council, and the City People's Committee.
According to Mr. Pham Tung Duong, Chairman of the An Duong Association, visitors to Hai Phong in recent years, especially in 2024, will see a transformation. Hai Phong is like a "giant construction site." The North Cam River New Urban Area includes: the city's administrative and political center, entertainment areas, housing, and the Vu Yen Island ecological park. The North Cam River administrative center, in particular, is currently being developed with a focus on creating more green spaces.
Gateway to trade...
Mr. Pham Dinh Chi, 85 years old, a veteran from Dong Hai 1 ward, shared: "From a city devastated and ruined after the war, Hai Phong, now the largest international trade gateway in the North, playing a strategic role in both economy and national defense... has become a leading city nationwide in implementing social housing development policies, demonstrating humane, reliable, and sustainable social security."

Mr. Le Manh Cuong, Vice Chairman of the Hai Phong Logistics Association, stated: Hai Phong has been known since the time of General Le Chan, who pioneered the settlement of the border region. Hai Phong boasts the historic Bach Dang River, a symbol of our ancestors' glorious victory in achieving national independence. The city continues to be a leading locality, serving as both a frontline and a strong rear base during the years of the resistance war for national liberation. It has made significant breakthroughs in the early years of the Doi Moi (Renovation) period, contributing to the issuance of Directive 100 and Resolution 10 on agricultural contracting.
Hai Phong, within the Northern Key Economic Zone, is a rapidly developing economic region, leading the way in implementing strategic breakthroughs and innovating growth models. Many localities have achieved remarkable growth, becoming bright spots in the region and the country. The regional economy has grown significantly, averaging 7.94% per year during the 2005-2020 period, higher than the national average, with improved quality based more on total factor productivity (TFP). The economic scale has increased rapidly, reaching 2.37 trillion VND in 2020, accounting for 29.4% of the national GDP; GRDP per capita reached 103.6 million VND/person/year, 1.3 times higher than the national average. In particular, the marine economy has developed significantly, gradually becoming a major maritime economic center.

Hai Phong's economic growth rate continues to remain high compared to the national average. In recent years, the city's socio-economic development has been strong and groundbreaking. For nine consecutive years, the GRDP has averaged 12.7% per year. The city's investment and business environment has improved significantly, making it one of the most attractive locations for domestic and foreigninvestors . The city has also made remarkable progress in infrastructure development, urban and rural transportation, and model new rural construction projects, giving it a modern and attractive appearance. Social welfare is also a top priority for the city.
Mr. Nguyen Van Tung, Chairman of the People's Committee of Hai Phong City, shared that in 2024, the city is focusing on infrastructure investment. Simultaneously, it is urgently implementing new projects and works such as: expanding Cat Bi International Airport, Nguyen Trai Bridge, Vu Yen II Bridge, Ben Rung Bridge, Rao III Bridge, a new road connecting the city center to Do Son; the Ring Road 2 and Ring Road 3; new berths at Hai Phong International Gateway Port; and implementing the Hai Phong-Hanoi-Lao Cai high-speed railway project. The goal is for Hai Phong to have a synchronous, modern, and interconnected transportation infrastructure system by 2025, befitting its status as an international trade center and a driving force for the country's economic development.
In May, the flamboyant blossoms bloom in vibrant red along every road, carrying with them faith and aspirations, in the transformation of the country. In the coastal city of Hai Phong, the city is accelerating its urban development and beautification with the goal of making Hai Phong a leading city in industrialization and modernization.
