Hai Phong ranks 2nd nationwide in terms of service index for people and businesses.

According to the report at the City Party Executive Committee Conference, Hai Phong currently ranks 2nd out of 34 provinces and cities nationwide in terms of the People and Business Service Index on the National Public Service Portal, only behind Bac Ninh province.

From July 1 to November 14, Hai Phong City received 1,012,243 administrative procedure files after merging the systems between Hai Duong and Hai Phong and implementing the new model. Of which, 833,248 files were submitted online, accounting for 82.3%. The rate of processed files reached more than 98.4% with 996,220 files; the number of overdue files accounted for only 0.6%, equivalent to 6,145 files, the remaining 28,037 files were in the process of being processed.

At the department, agency and sector level, the total number of received dossiers was 166,209, of which 74% were submitted online. The settlement rate reached nearly 94.1%, with nearly 95% of dossiers resolved before the deadline and 1.7% overdue. The number of dossiers being processed was 21,824. For the commune, ward and special zone levels, the units received 846,034 dossiers; the online submission rate reached 83.9%. The rate of early settlement reached 97.8%, only 0.42% of dossiers were overdue; 6,213 dossiers are being processed.

The assessment results show that 7/12 departments, branches and sectors scored above 90.5 points; the remaining units scored from 80.71 to below 90.5 points. All 114 communes, wards and special zones scored above 91.64 points, reflecting a clear improvement in the quality of services to the city's people and businesses.
