According to Ms. Do Thi Hoa: Teachers are allowed to teach outside of school when they have completed the teaching load in school according to state regulations on the number of teaching hours and ensure ethical and moral qualifications.
Ms. Do Thi Hoa - Deputy Director of Hai Phong Departmentof Education and Training informed the press about regulations on extra teaching and learning.
Teaching outside of school must comply with regulations according to Circular 17 of the Ministry of Education and Training : Teaching students on a completely voluntary basis, absolutely not forcing in any form on students who are being taught in the main class. The purpose is to avoid teachers taking their students to their own homes or to tutoring facilities to teach.
The amount of knowledge taught and learned must be the amount of knowledge to nurture excellent students or to provide remedial tutoring for weak students, or to enhance knowledge based on the foundation of formal knowledge, not to teach formal knowledge lessons.
“According to regulations, teachers who receive salaries from the budget are allowed to teach extra classes for students they do not teach directly in the regular class. Principals do not have the right to prohibit teachers from teaching extra classes outside of regular class hours. Principals must be responsible when their teachers bring 100% of their regular class students home or to tutoring centers to teach extra classes. If this happens, the Principal has loosened management and failed to direct teachers in his unit in a timely manner,” Ms. Hoa emphasized.
