This will be one of the criteria for approval before granting residence permits, but Seoul has not yet determined the implementation timeline.
New regulations aim to prevent drugs from entering South Korean society through tighter immigration and customs controls combined with digital measures.
The Office for Government Policy Coordination (OPC) of South Korea said that anti-drug training for foreigners is "not mandatory".
However, Seoul will check whether visa applicants wishing to study or work in Korea have completed online anti-drug education courses before granting stay permits.
In addition, authorities will more closely check foreigners' visas and immigration applications to detect forgery and fraud, in order to prevent drug traffickers from entering Korea.
AI technology will be used to screen individuals at particularly high risk of drug trafficking, based on each individual's criminal record and destination before entering Korea.
