(CPV) - After years of hardship, from a poor district with a low starting point, Hai Lang - the heroic land of Quang Tri province, has gradually transformed itself, to today write a proud story of change.
The steps of change
After the war, Hai Lang was just a poor district, with extremely low starting conditions. This was a rice monoculture area with more than 2/3 of the area in low-lying areas, production completely dependent on the weather. Natural disasters and floods occurred frequently, infrastructure was lacking, the district center was just a desolate white sand area. Offices, schools, and medical facilities were all makeshift, people's lives faced many difficulties.
Now, Hai Lang has achieved achievements that make many people admire. The economic growth rate up to the end of October 2024 reached 11.4%. From an average income per capita of only 570 thousand VND in 1990, up to now, this number has increased to 73 million VND - an increase of nearly 130 times. The two-crop rice yield has also tripled, from 46 quintals/ha to more than 130 quintals/ha. The total social investment capital in the period 2020 - 2024 reached 4,600 billion VND, demonstrating the strong and sustainable development of the district.

Not only striving for economic development, Hai Lang also focuses on the quality of life of the people. All 15 communes have met the new rural standards, of which 3 communes have met the advanced standards. Education always maintains the leading position in the province, social security is guaranteed with the poverty rate reduced to 3.74%.
In particular, key projects such as My Thuy Port, Quang Tri Industrial Park, or the coastal route are gradually shaping Hai Lang as an important economic center of the region. The goal by 2030 is for the district to become a bright spot for industrial development and strive to become a town by 2040.
After nearly 50 years since the liberation (1975) and nearly 35 years since the re-establishment of the district (1990 - 2025), Hai Lang - the resilient land of Quang Tri, has demonstrated the will and aspiration to rise up of a heroic homeland. The achievements achieved today are a testament to the strength of solidarity and the unceasing efforts of the Party Committee and People of Hai Lang.
Future aspirations
Comrade Nguyen Khanh Vu, Secretary of Hai Lang District Party Committee, affirmed that the district not only aspires to develop the economy but also steadfastly builds a clean and strong political system. Administrative reform has been promoted, creating a favorable environment to attract investment and improve people's lives.

Total social investment capital in the period 2020 - 2024 reached 4,600 billion VND, the economic structure shifted in the right direction. From a district with no industry, up to now, the industry - handicraft and trade - services have accounted for more than 77% of the production value structure.
Hai Lang is also located in the core area of the Southeast Economic Zone planning. In particular, My Thuy Port Area (phase 1) started construction in March 2024; Quang Tri Industrial Park, started construction in late 2023. LNG power center, Route 15D connecting La Lay International Border Gate with My Thuy seaport. Coastal urban planning projects in Hai An, Hai Khe. These projects not only promote the district's economy but also help Hai Lang become a regional freight transit center, connecting the East-West economic corridor.
Hai Lang puts people at the center of development. Up to now, 15/15 communes have met the new rural standards, 3 communes have met the advanced standards, and Dien Sanh town has met the civilized urban standards. The district is promoting the work of eliminating temporary houses. From 2021 to now, nearly 11 billion VND has been mobilized and 182 temporary houses have been eliminated.

The education, culture and health sectors have all improved. Education continues to maintain its leading position in the province in terms of the quality of excellent students. Every year, the district creates jobs for 1,200 workers and exports more than 200 workers. The poverty rate by the end of 2023 will decrease to 3.74%, and the near-poor rate to 4.82%, ensuring sustainable social security.
According to the Secretary of Hai Lang District Party Committee, the district's goal is to become a key industrial district of Quang Tri by 2030, and to become a town by 2040. In this roadmap, the district focuses on planning and building urban areas in Hai Chanh, La Vang and Dien Sanh, gradually developing coastal urban areas in the Southeast Economic Zone.
The district Party Committee continues to improve its leadership capacity, streamline its apparatus to be more efficient, and promote solidarity. Administrative reform is being promoted, creating a favorable environment to attract investment, while improving the quality of service to the people.
From a desolate land, Hai Lang district has risen to become an economic and cultural highlight. Each achievement is a testament to the resilient will and solidarity of the people here. Hai Lang today is not only the pride of Quang Tri but also a symbol of the aspiration for innovation and development./.
