Over the past year, the emulation movement "Building a cultural environment in press agencies" has been a highlight of special significance for press agencies and journalists to realize the goal of building a professional, humane and modern press and media. The movement is very specific, contributing to raising awareness and responsibility of Party committees, Party organizations, agency leaders, and journalists about the position, role, and importance of culture for the development of each press agency and each journalist. According to the experience of the Journalists Association at all levels, if the movement is to be effective, its implementation must be substantial and continuous.

According to journalist Vo Thi Man - Vice President of Kon Tum Provincial Journalists Association, for writers, press culture is not something too big, but it is the words, gestures, actions, press products on the newspaper... not shouting slogans, not going against the nation's fine customs, always placing oneself within the legal framework, complying with general regulations and professional rules. Whether the press culture movement can be stirred up or not depends on the voluntary and self-awareness of each press agency, the head of the newspaper, each member, journalist...

Because it depends on voluntariness and self-awareness, Ms. Vo Thi Man also wondered: “After more than 1 year of implementing this emulation movement, how many press agencies and journalists have remembered the movement or only remembered and made a report when there are guidelines for preliminary evaluation. Why not? The criteria for journalistic culture are not difficult to remember, but it is not necessarily true that journalists regularly pay attention to updating them. Only when a colleague violates or there is an event related to journalistic culture do they remember. The Press Law, the Association's Charter, the 10 Articles regulating professional ethics, the rules for using social networks of Vietnamese journalists, the criteria for journalistic culture... after all, these are the foundation of general regulations related to journalistic activities. The implementation of the cultural emulation movement and the cultural criteria for journalists is something that requires regular attention, warnings, and reminders for writers to always comply with and abide by the law, behave culturally, and set professional ethics. "Industry first".

In fact, in Kon Tum, there are not many members, there are 135 members operating in 5 branches (Newspaper, Radio - Television, Propaganda Department, Department of Information - Communication, Association Office) and 2 Senior Journalists and Female Journalists clubs. Members include many ethnic groups from many regions, so their cultures are also somewhat different. So what to do so that members have a common voice, have a cultured and harmonious way of behaving in journalism activities, is the story that journalist Vo Thi Man raised as an experience of the unit in implementing the movement.

“To have a common voice, the local Journalists Association coordinates with press agencies to monitor, guide, and create a favorable environment and conditions for members to focus on their work. For press agencies, right from the time reporters start working, leaders assign seniors to guide juniors in professional expertise, instruct on working rules, flexible behavior when going to the base, adapt to the difficult mountainous journalism environment, geographical distance, transportation, etc. ” - Ms. Vo Thi Man affirmed.

With this approach, Kon Tum journalism activities always maintain order, equal, sincere, professional colleague relationships; behave on social networks in the digital transformation period with discipline, order, health, culture, and comply with legal regulations in professional activities. Kon Tum journalists carry out the journalism culture movement not by empty talk, but by demonstrating standards in work, life, and speech, through published and broadcast journalism products serving society with fairness and responsibility.

View cultural criteria as standards of conduct and operating rules

One of the points of particular concern is the issue of “cultural people”. Journalist Nguyen Duy Hoang - Chairman of the Bac Lieu Provincial Journalists Association raised the issue that, when the movement enters life, the activities of Journalists Associations and press agencies also aim to build a cultural environment in press agencies that is more respected. From that cultural environment, cultured journalists are formed - journalists with ethics, qualifications, and humanistic views in each article but are not afraid to confront negativity, ugliness, and evil to protect beauty, goodness, and protect the truth.

In recent times, press agencies in Bac Lieu province have focused on building a cultural environment at the workplace so that each journalist has the conditions to maximize their capacity in creating journalistic works. Not only adhering to the criteria of cultural agencies, all three press agencies of the province, including Bac Lieu Newspaper, Provincial Radio and Television Station and Bac Lieu Culture and Arts Magazine, have also built their own regulations in their activities to maintain the spirit of solidarity in the organization, a healthy and humane working environment.

In addition to the news production process, agencies also focus on building positive, transparent relationships between stages, teams, and departments in the editorial office as well as relationships of solidarity, mutual love, and mutual support among individuals within the unit to create a strong collective, closely following the principles and purposes of operation to bring their newspapers, television and radio channels closer and closer to the public.

In particular, Mr. Hoang added that in the meetings of Party cells and associations, leaders of Party committees, Editorial Boards, and Boards of Directors of press agencies regularly remind cadres, reporters, editors, and technicians to properly implement the working regulations of the agency and unit in conjunction with the 10 Codes of Ethics for Journalists as well as the use of social networks. Through many channels such as inspection and supervision by Party organizations, through direct monitoring on social networks as well as feedback channels from readers and viewers, press agencies grasp the thoughts, aspirations, and issues arising from the activities of journalists in order to promptly correct and adjust. In addition, issues related to financial management, employee benefits, and improvement of agency and unit operations are all made public and transparent to create a democratic and equal working environment, motivating journalists to successfully complete their assigned tasks...

Because of such close attention, after 1 year of implementing the emulation movement to build a cultural environment in the press agency, we can see clear results. From implementing regulations and rules, journalists have now considered cultural criteria as the standard of conduct internally and in the process of working outside the society in order to build the image of true journalists.

In the past, in the press agencies in the province, there were no reporters or members who violated the Press Law and the 10 regulations on journalistic ethics; there were no complaints or denunciations related to members violating the law or taking advantage of professional activities to harass negatively or lack culture. Bac Lieu press agencies also absolutely do not publish works that exploit private lives excessively, write about the nature of the problem incorrectly, or link with newspapers that discredit businesses...

“To continue promoting the effectiveness of the emulation movement to build a cultural environment in press agencies, in the coming time, the Vietnam Journalists Association of Bac Lieu province will strengthen coordination with the leaders of press agencies, direct the affiliated branches to continue to launch emulation every year, making emulation a routine in press activities. At the same time, promote the construction, completion and good implementation of working procedures, ensuring the highest standards of accuracy, reliability and humanity in each news bulletin and each article as directed by the leaders of the Central Propaganda Department. Strengthen coordination in organizing training courses, professional training, exchanges, seminars on culture, ethics of journalists... Thereby bringing the emulation movement deeper into the press life in Bac Lieu” - Journalist Nguyen Duy Hoang - Chairman of the Bac Lieu Provincial Journalists Association said.
