People's Councils of provinces and cities: Proactively adapt, actively innovate, and improve the quality of operations

On March 25, in Hanoi , the National Assembly Standing Committee held a national conference to review the work of People's Councils of provinces and centrally run cities in 2023 and deploy the work plan for 2024.

Speaking at the opening of the conference, Comrade Tran Thanh Man, Politburo member, Permanent Vice Chairman of the National Assembly affirmed: In recent times, the National Assembly and the National Assembly Standing Committee have made many innovations, proposing solutions to better perform the function of supervising and guiding the activities of the People's Council. The People's Council has also made many efforts, innovations and creativity in organizing the implementation of tasks; concretizing them into resolutions, mechanisms and policies, promptly meeting practical requirements in each locality, making important contributions to the implementation of socio-economic development, national defense, security and foreign affairs goals of provinces, cities and the whole country.

He requested that delegates attend the meeting in full, discuss frankly, responsibly, in a constructive spirit, especially having practical proposals and recommendations, contributing to continuing to innovate, improve the capacity, effectiveness and efficiency of the People's Council's operations in 2024 and the entire 2021-2026 term; making important contributions to the successful implementation of the goals of the resolutions of the Party Congresses of provinces and cities and the Resolution of the 13th National Party Congress.

The report of the National Assembly Standing Committee on the organization and operation of People's Councils of provinces and centrally run cities in 2023 clearly stated: With the spirit of proactiveness, responsibility, science, close adherence to reality and many innovations, increasing professionalism, compliance with the law and leadership and direction of the Party Committee, in 2023, People's Councils at provincial level across the country held 357 sessions, promptly decided on important and urgent issues, implemented new policies of the Central Government, best met the aspirations and legitimate and legal interests of voters and people; issued 6,377 resolutions, an increase of 504 resolutions compared to 2022. The quality of resolutions was improved, the organization and implementation of resolutions were focused on and implemented synchronously at all stages, contributing to promoting effectiveness in practice, gradually promoting the potential and strengths of each locality. The activities of questioning, explaining, and thematic supervision of the Standing Committee and People's Council committees in many localities have been prepared early and remotely; organized in an increasingly systematic, scientific, focused, and key manner, closely following the local practical situation, which has brought about positive results. Thereby, 9,618/13,273 petitions have been handled, reaching a rate of 72.44%; the number of complaints and denunciations from citizens in 2023 decreased by 2,038 compared to 2022. Many new methods of operation implemented by the People's Council have brought about high efficiency and interaction, which have been closely followed and highly appreciated by voters.

Standing representatives of the People's Councils of provinces and cities gave presentations at the conference on a variety of topics. The opinions were very enthusiastic, responsible, exchanging and sharing good experiences, new and effective ways of doing things; frankly pointing out the shortcomings and limitations and proposing solutions, proposals and recommendations so that the People's Councils can continue to perform more effectively the role of state power agencies at the local level, worthy of the trust and expectations of voters and people.

In his closing speech, National Assembly Chairman Vuong Dinh Hue emphasized: Based on the results and lessons learned from the beginning of the term, the People's Councils of provinces and cities need to make greater efforts, take greater responsibility, act more decisively, promote the spirit of self-reliance, proactive adaptation, flexibility, active innovation and creativity for localities to develop quickly and sustainably; prepare well for personnel for Party congresses at all levels, election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Continue to closely follow and take advantage of the direction of Party committees at all levels to comprehensively innovate, further improve the quality, effectiveness and efficiency of operations, especially the quality of organizing meetings, supervision activities, citizen reception, voter contact, receiving and handling complaints and denunciations of citizens according to regulations, especially urgent and pending cases that have not been completely resolved. Have a plan to effectively implement the laws recently passed by the National Assembly, and at the same time focus on reviewing and perfecting legal documents at the local level. Coordinate well with agencies and units at the central and local levels to effectively implement the Party's policies, work programs, and key tasks of the province and city, focusing on removing institutional and policy bottlenecks. Promote information and propaganda work on the activities of the People's Council, effectively implement activities towards the 80th anniversary of the first general election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026). Strengthen the organization of knowledge training conferences and training courses to improve operational skills for People's Council delegates at all levels.
