According to the plan, the Department of Agriculture and Environment compiles a list of waste sources with a wastewater discharge volume of 200m3 /day and night or more into river basins that need to be strictly controlled. Guide, inspect and urge localities to implement measures to control large waste sources that pollute river basins. Arrange land funds and implement investment procedures, upgrade environmental protection infrastructure according to approved planning; organize specialized inspections and examinations on compliance with environmental protection laws for facilities licensed by the Provincial People's Committee for environmental protection and handle violations according to regulations. Implement assigned tasks according to the provincial surface water quality management plan for the period 2024 - 2025, with a vision to 2030; Direct the Irrigation Works Exploitation Company Limited to regularly coordinate with functional agencies and localities to strengthen the inspection and monitoring of water quality in the irrigation works system to promptly detect (if any violations) and strictly handle polluting activities to protect water resources.
The Department of Construction shall preside over and coordinate with the Department of Agriculture and Environment, the Department of Finance and localities to review the infrastructure for wastewater collection and treatment in all urban areas from type V and above, propose plans and solutions to promote investment projects in the construction of centralized domestic wastewater collection and treatment plants, review unit prices and norms, and propose financial mechanisms for wastewater collection and treatment services to attract businesses to invest in and operate wastewater treatment systems. By 2030, the rate of domestic wastewater collection and treatment in Ben Tre City will reach at least 50% and in urban areas from type IV and above, it will reach 25-40%.
The provincial police organize inspection activities, detect and strictly handle violations of environmental protection laws regarding the discharge of wastewater and solid waste causing pollution of water sources in rivers, canals, ditches, ponds and lakes. Closely coordinate with the Department of Agriculture and Environment to strictly handle and publicize some typical cases of intentional, sluggish, non-compliance with environmental protection laws, creating a deterrent effect in the business community; consider criminal prosecution for acts of intentional discharge causing serious environmental pollution.
In addition, localities organize the implementation of assigned tasks according to the Plan for surface water quality management in Ben Tre province for the period 2024 - 2025, with a vision to 2030. Synchronously invest in environmental protection infrastructure for craft villages and industrial clusters; by December 31, 2025, 60% of industrial clusters in the province will have centralized wastewater collection and treatment infrastructure operating in accordance with environmental technical standards; 100% of craft villages generating production wastewater will have centralized wastewater collection and treatment plans, 50% of wastewater from craft villages will be collected and treated; 40% of rural domestic wastewater will be treated with appropriate centralized or decentralized measures.
